∎ Uttaran in Partnership with World Vision Canada and Bangladesh is implementing "Youth Empowered: Preventing Child, Early and Forced Marriages in Bangladesh" project. It is a 3-year long project that will use a multi-pronged approach to empower girls and young women to exert greater control over Sexual and Reproductive Health Rights (SRHR) decision-making and the factors that drive CEFM with the support of their families and communities. The project will build the capacity of community and health ecosystems to provide gender-responsive and adolescent-friendly SRHR and CEFM information and services. Through evidence-informed and complementary pathways, the project seeks to contribute to the ultimate outcome of "Enhanced realization of Sexual and Reproductive Health and Rights of Girls and Young Women (10-24 years old) in Bagherhat and Sathkira districts of Bangladesh."

∎ Expected Starting Date April, 20` 2022
Job Responsibilities:
∎ Finance Officer will be responsible for the following tasks:
∎ Analyze and ensure charging following all budget information and chart of accounts.
∎ Prepare, maintain & update books of accounts (Voucher, Cash book, bank book, ledger etc.)
∎ Preparation of monthly, quarterly, semi-annually and yearly financial reports (Income expenditure reports, balance sheet, bank reconciliation, cash flow etc.).
∎ Preparation other on-demand reports as requested by Uttaran & World Vision Bangladesh.
∎ Maintain the records and documents for Audit facilitation.
∎ Assume responsibility in general for the proper management of cash transfers and in particular ensuring disbursements, receipts and custody of cash under the planned activities are in line with established guidelines; ensures appropriate internal control are in place.
∎ Prepare Monthly and yearly fund request properly.
∎ Lead and support the team for vendors enlistments, agreements, purchase process & payments related to Youth Empowered project activities
∎ Keep tracking Youth Empowered project expenses from inception to date for reporting.
∎ Prepare expense analysis and review with program management team and provide feedback/ recommendation on deviation.
∎ Track advances and accrual for timely adjustment.
∎ Maintains Administrative support control & records such as commitments and expenditures; initiate and process administrative action relating to travel arrangements, payments, procurements and delivery of equipment, supplies of inventories.
∎ Set up, classify and maintain appropriate files in the office.
∎ Ensure proper supplies of materials; manage office premises, vehicles and inventories.
∎ Maintain stores as per organizational and donor requirement.
∎ Provide assistance to all staff in YEP for managing entitlements and benefits, including travel claims, leave, etc in line with approved budget and according to the Uttaran's Policy and donor compliance.
∎ Keep all relevant documentation and updated records of all transactions accordingly
∎ Perform other related duties, as required
∎ Maintain and Keep track of all assets purchased under the project
∎ Ensure all financial documents are kept in safe place as per requirement of donor retention policy
∎ Ensure the prevention of Money Laundering and Terrorist Financing as per Gov. rules and GAC Blocked Party Screening before any payment with the fund of GAC & WVB
∎ Ensure Compliances of GAC & WVB and government VAT & tax requirements
Additional Requirements:
∎ At least 8 year(s) of experience in finance and Accounts section and at least 5 years of experience in senior financial management position in the field of development.
∎ Work experience with NGO sector and understanding of different donors' regulations.
∎ Competency in communication and provision of training and technical guidance to the team.
∎ Proven experience in working with national partners, local/government authorities (NBR and NGOAB).
∎ Advanced proficiency in Excel as well as experience working in a financial IT system.

∎ Polite, Moral, Positive attitude and respectful to organization policy.
∎ English (Fluent in writing and speaking).
∎ Bengali (Fluent in writing and speaking).
