Job Context:
∎ Reports to: Accounts and Finance Manager
∎ Level: Junior-level position
∎ Finance Officer (FO) will be responsible for overseeing the day to day financial management of ICCO country office and its small scale projects. The position will report directly to the Accounts and Finance Manager (AFM). The FO will closely work with the AFM maintaining adequate in-country financial reporting, implement and manage financial budgets expenses and prepare forecasts, bank operation and complying with all governmental standards in alignment with programmatic strategies.
∎ Working Conditions:
∎ Working days from Sunday to Thursday 40 hours per week. This position may be required to work some overtime hours.
∎ Any other tasks assigned by the supervisor from time to time.
∎ Yearly renewable contract based on fund availability and performance.
∎ Key contacts: Accounts and Finance Manager, Head of Finance, Programs, HR & Admin and Fundraising department of ICCO
Job Responsibilities:
∎ Assist in ensuring the timely payment of all bills and invoices with the proper authorization and supporting.
∎ Review bill vouchers of Dhaka Coordination and field office and make payment request and approved it from the authority.
∎ Data posting in Accounting software (All Solutions), data verify and preparing the vouchers.
∎ Deal with the bank and keeping a track of funds flow.
∎ Assist in preparing accurate and timely vouchers and proper records filing and retention.
∎ Assist in maintaining Bankbook and Salary preparation
∎ Maintain cash book and Responsible for the management of petty cash,
∎ Identifying Govt. Vat & Tax and maintain separate register as per NGOAB requirement.
∎ Monitoring Advance management systems and ensure timely adjustment of advance.
∎ Maintain cash book and ledger, cash holdings, prepare monthly bank reconciliation and monthly report to Finance Officer Bangladesh
∎ Prepare monthly financial status (expense summary report) and report to Accounts Manager.
∎ Assist both the internal and external audit process as required and check compliance of last internal & External audit report including settlement of receivables and payables
∎ Ensure timely month-end financial reporting-internal and donor reporting
∎ All solution month closing
∎ Engage with FS preparation and donor reporting at initial stage
∎ Prepare TOR for project and NGOAB audit
∎ Meet GO and RO deadline with requirement & follow up
∎ Support proposal for budget preparation
∎ Support in internal and external audit of projects, Country office and GO auditor
∎ Invoice preparation for projects+ third party
∎ Direct payment process including staff Expats for Global payment
∎ NGOAB budget preparation for CO and projects
∎ Responsible for Tax and VAT related issue of Expats staff return, withholding tax, country office return
∎ Technical support in field office in finance-related issue
∎ Calculate yearly salary tax and tax certificate for staff
∎ Any other job assigned by management
Additional Requirements:
∎ Bangladeshi citizen.
∎ Minimum 1-3 years of experience withNGO/ INGO in overseeing multi-sectors including Accounting and Finance etc.
∎ Experience in dealing with multi-stakeholder programs and strong stakeholder management in a multicultural setting
∎ Experience in successful implementation of a wide range of responsibilities in a prior financial services position
∎ Knowledge of Bangladesh financial and tax regulations
∎ Broad financial management skills to direct financial planning, accounting, internal control
∎ Proven integrity and good character especially in the stewardship of resources, transparency and accountability
∎ Strong verbal and written communication skills in English and Bangla
∎ Working knowledge of accounting and/or financial management software, and MS Office applications.
∎ Preferred:
∎ Qualified or advanced degree in finance related field. Chartered Accountant (CA CC) completed will be an advantage
∎ Strong commitment to team management approach, including good managerial, leadership, supervisory, interpersonal and negotiating skills
∎ Proven capacity to interact and negotiate with international partners, government officials, and corporate partners.
∎ Good reasoning ability and sound judgment
