∎ Job Overview
∎ Finance Coordinator-Partner Monitoring and Compliance is a core member of
∎ finance team in CBM Global Bangladesh Country Office and will take
∎ responsibility for overall coordination role on financial monitoring of all
∎ CBMG`s partner development projects, provide necessary guidance and
∎ support to partner to implement the project, ensure quality control of
∎ financial transactions, records, payroll and financial performance reporting.
∎ Based: CBM Global Bangladesh Country Office in Dhaka.
∎ Hours: Full-time.
∎ Salary range: Competitive.
Job Responsibilities:
∎ Participate in Programme design and proposal writing.
∎ Take lead in Partner Budget Application Process.
∎ Develop financial management systems and tools that generate holistic financial overview of the programme and its different funding streams and minimize financial risks.
∎ Contribute as member of Team of Competency in Partner Assessments, compliance checks as required.
∎ Provide necessary support to partner for budget planning/design.
∎ Develop a monitoring system for the flow of funds (control of cash flow and pre-financing requirements).
∎ Make appropriate recommendations for any identified deviation or potential mismanagement of program funds to the Finance Manager.
∎ Ensure that funds are spent in accordance with donor/CBM Global requirements and limits along with government rules and regulations.
∎ Communicate pro-actively with all relevant stakeholders regarding financial implementation and changes.
∎ Ensure appropriate funding to partner for smooth implementation of projects.
∎ Take lead in strengthening partner capacity in internal control systems and processes to ensure that financial resources as used by partners are in compliance with CBM Global financial policies, standards and procedures, and with specific donor requirements and contracts.
∎ Review final version of reports and relevant project documents on Share point in a timely manner as per CBM Global reporting schedule.
∎ Critically analyses partners' financial reports for compliance against approved budgets.
∎ Perform periodic compliance visits, audits or spot-checks and take corrective actions to ensure strong financial management and controls.
∎ Assist in preparation of the final audit.
∎ Ensure proper action plan on monitoring findings and follow up until close all those issues.
∎ Ensure the financial risks and responsibilities associated with payment by results and project deliverables are fully understood by all concerned.
∎ Report critical financial issues to CBM Global and partner management and follow up the implementation of action plan.
∎ Key outcomes expected from this role:
∎ CBMG's partners will be capable to manage project fund appropriately.
∎ Partners can be able to manage project expenditure in line with CBMG's guideline and procedures.
∎ Partners staff will get capacity building training on regular basis.
∎ Partner's fraudulent activities will be minimized or protected.
∎ Partnership tie will be strengthened with CBMG and the Partner organization.
∎ Partner organization will get confidence to manage project funds.

∎ Person Specification:

∎ Qualifications and Experience:
∎ Minimum 5 years proven experience in financial management of partners in
∎ humanitarian/early recovery programmes, preferably with INGO.
∎ Proven experience on financial monitoring.
∎ Proven experience working with and capacity building of partners on financial management.
∎ Demonstrated experience of multiple donor compliance and reporting.
∎ Skills/competencies/personal qualities:
∎ Excellent skills on MS Excel. Effective use of IT systems including knowledge of accounting software (Tally/Navision is preferable) and managing databases.
∎ Strong organizations skills. Ability to prioritize tasks and manage workload under pressure.
∎ Excellent financial planning, management and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities, and deadlines.
∎ Strong capacity for attention to detail, problem solving, and analysis of trends.
∎ Patient, adaptable, flexible, able to remain responsive and communicate clearly and effectively under pressure.
∎ Result orientation, proactive and solution-oriented behaviour.
∎ Able to work independently as well as in teams and establish collaborative relationships with partners.
