Responsibilities & Context:

1. Strategic Financial Management:

  • Collaborate with the CMT and Country Representative to define and implement the mission`s financial strategy.

  • Assess and mitigate financial risks and ensure robust internal controls.

  • Adapt local financial policies and procedures to comply with MSF and national legal standards.

2. Budgeting & Financial Planning:

  • Lead the creation and coordination of the mission’s annual financial budget in alignment with the operational plan.

  • Regularly update and monitor the budget, analyzing variances and recommending corrective actions.

  • Prepare and ensure compliance with financial statements for audits and donor reports.

  • Oversee the consolidation of FD6 budgets and manage financial transitions between project periods.

3. Treasury & Cash Flow Management:

  • Manage treasury operations, ensuring smooth cash flow and adequate liquidity for operations.

  • Oversee transfers of funds between HQ and local bank accounts, including exchange rate negotiations.

  • Manage payments to suppliers, contractors, and staff salaries in line with MSF policies.

4. Audit Coordination & Compliance:

  • Coordinate and oversee local audits related to accounting, tax, and labor compliance.

  • Ensure timely preparation and submission of audit reports, ensuring accuracy and compliance with MSF policies.

  • Support internal audits to verify financial health and compliance. 

5. Training & Staff Development:

  • Lead the training and development of the finance team on accounting, budgeting, and financial risk management.

  • Ensure that key staff, including budget holders and coordinators, are briefed on financial responsibilities and risks.

6. Contract & Service Management:

  • Oversee service contracts (maintenance, rentals) ensuring compliance with MSF’s legal and financial frameworks.

  • Work with legal advisors when necessary to manage legal risks in contracts.

  • Ensure proper archiving and management of all financial contracts and documents

7. Taxation & Legal Compliance:

  • Ensure compliance with local tax and social security obligations, including timely tax return submissions.

  • Advise on VAT and other legal matters and ensure financial document archiving complies with local and MSF standards.

  • Lead in intersectional finance policy harmonization and development in the Mission. Intersectional FinCo position to be focal point for managing the various policy and structural issues that need uniformity, working and coordinating closely with all OCs FinCos.

  • Is responsible to ensure compliance with MSF policies and guidelines, adapt to local (legal) context;  design relevant local policies, procedures and tools for optimized management of the mission’s financial resources. 

  • Is responsible to provide insight on the finance / admin health of the mission (for example by performing a yearly check).

  • Setup and maintain central knowledge database on FD6 reporting / update local finance policies for knowledge on FD6 reporting

8. Payments & Accounting:

  • Oversee bookkeeping, monthly financial closures, and account reconciliation.

  • Ensure correct payment of wages to national staff, and compliance with financial transaction policies, including supplier payments and staff per diems.



Job Other Benifits:
    • Contract duration to be determined.Salary according to level 13 of the internal MSF salary grid, (BDT 201,300- 241,560, Gross) at step `0-10`. Income tax deduction from salary based on current income tax rule.

    • 2 annual leave days per month worked.
