Job Responsibilities:
∎ Finance:
∎ Ensure that accounting policies and procedures are compliant with Jhpiego, USAID and the GoB financial regulations.
∎ Build capacity of partner NGOs to ensure timely accurate reporting of financial data and compliance with all regulations
∎ Ensure that required financial controls are in place, adhered to, and regularly reviewed
∎ Manage financial resources, budgeting, tracking and monitoring of financial expenditures of RISE projects.
∎ Closely work with Finance Officers for ensuring budget accuracy, expense tracking on a regular basis
∎ Coordinate with Jhpiego finance team to produce monthly fund request and projections to support forecasting accuracy and project completion as required.
∎ Review monthly financial reporting (QuickBooks) files and bank reconciliations and ensure its timely submission to Jhpiego HQ office in Baltimore
∎ Ensure accurate and timely submission of required reports to NGO Affairs Bureau
∎ Support end of project local audit

∎ Administration
∎ Ensure that procurement, office operations and management are compliant with country office policies and procedures.
∎ Support project teams and partner NGOs to plan their needs in procurement, resource utilization and other logistical support, including travel
∎ Support supply chain management of medical supplies and equipment for NGOs, communities and hospitals
∎ Support overall maintenance of office space and other assets and equipment
∎ Ensure on time submission of invoices related to procurement

∎ General
∎ Develop strong relationships with key external and internal stakeholders including government officials, affiliated institutes, and partners working in the COVID-19 projects in Bangladesh and beyond
∎ Take on other work responsibilities from time to time as required for program implementation
∎
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:
∎ 8-10 years of progressive experience of working in the areas of finance, procurement and administration; preferably with international NGOs
∎ At least five years of managerial experience along with hands-on experience of conducting financial analysis, financial reporting, cash flow analysis, budget development and forecasting
∎ Advanced knowledge on procurement and office administration
∎ Knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
∎ In-depth knowledge of financial software applications, database and spreadsheets including QuickBooks Enterprise, and Microsoft office
∎ Experience working with the NGO Affairs Bureau and related sectors of government
∎ Excellent understanding on program complexities and perspective, excellent managerial and leadership qualities along with problem solving and decision-making skill.
∎ Ability to manage team, work under pressure, be flexible in challenging situation
∎ Fluent in written and spoken English
∎ Strong interpersonal, writing, and oral presentation skills
∎ Ability to travel anywhere within Bangladesh at a short notice.
