Job Responsibilities:
∎ OVERALL RESPONSIBILITIES : The Finance & Administration Manager (F&A Manager) directly reports to the Project Director and works closely with the project team to provide high-level financial management, operations leadership, and contract management. S/he ensures that financial and operational function support the timely and effective implementation of the project's technical scope of work. S/he provides counsel to help project leadership ensuring that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. The F&A Manager will liaise with the project leadership team, local partners, other MSH projects in Bangladesh and MSH's headquarters regarding any aspects of program implementation, contractual, risk management, governance and all other matters related to finance and administration. S/he will work together with project leadership to ensure that all expenditures, payments, and procurement are carried out in accordance with donor, NGOAB, and MSH standards and regulations.
∎ The F&A Manager will oversee the financial and required administrative management for all program activities. This includes oversight of procurement, administration, logistics/assets, human resources, accounting and finance, and records. This individual will be responsible for managing the contract budget and preparing financial reports for submission to the donor and NGOAB. S/he will ensure funds expended are compliant with MSH and NGOAB policies. S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively
Additional Requirements:
∎ At least seven (07) years of experience in office operations, finance, procurement, contract management, and logistics/asset management.
∎ Significant experience in donor-funded projects preferably in Bangladesh.
∎ Knowledge in UK Government and/or US Government financial reporting and compliance requirements is/are an asset.
∎ Good command over latest finance and/or accounting electronic software(s). Fair analytical skill.
∎ Good oral and written communication skill in Bangla and English. Understand the project cycle concept.
∎ Experience in NGOAB compliance matters and documentations desirable. Flexible, proactive, and capable of meeting the deadline(s) of assignment(s).
∎ Able to perform multitasking, prioritize assignments, work under pressure.
∎ Availability to live in Dhaka and willing to travel inside and outside Bangladesh (if required).
