Educational Requirements:
∎ Bachelor's in Public Health/ Economics/ Health Economics/ Development Studies/ Social Sciences / Public/ Public Policy or similar discipline

Job Responsibilities:
∎ Capacity Building (50%)
∎ Collaborate with the NTP, ICF, TIFA and the Global Fund and provide technical assistance to the NTP on the sustainability and transition readiness planning for TB activities
∎ Review of existing capacity activities and conduct Needs assessment
∎ Engage with DGHS and MOH on the organizational change and agree with the revised structure, manpower, and capacity issues.
∎ Support NTP to identify the policy and organizational issues and ways to work with those issues
∎ Identifying institutions, individuals for capacity development
∎ Identify change agents, help develop / update leadership training Module/materials for imparting training to concerned officials to stay relevant in the TB sector
∎ Development of training plan and conducting training sessions
∎ Training module development, revising/reviewing training modules on Public Procurement and Contract management
∎ Technical support to NTP (training, advisory) for preparing and conducting / implementing the selected activities.
∎ To plan, coordinate and deliver relevant organization's need based capacity building assistance activities in conformity with work plan of HS4TB project.
∎ To make sure that the Capacity Development Plan is owned by the stakeholders.
∎ To meet the development partners in the country and support the country office in mobilizing resources
∎ Work closely with STAs to complement their role from capacity building perspectives.
∎ Liaison with other development partners with regard to outsourcing related capacity building.
∎ Liaison with NTP and HEU to promote buy in of capacity building initiatives for outsourcing.
∎ Work closely with the HS4TB Country Project Director (CPD) and Consultants to implement the project activities in timely manner.
∎ Technical Guidance and Preparation of deliverables (50%)
∎ Technical lead for government and NGO capacity development, including development of training materials
∎ Technical support for Roadmap development and implementation
∎ Technical lead for pilot development
∎ Provide technical assistance to the HEU to conduct an analysis to inform the design of the pilot.
∎ Work with the HEU and NTP to draft and then finalize a Roadmap with a costed action plan through a participatory process for the outsourcing/social contracting of TB priority services and agree on a phased implementation plan.
∎ Provide technical assistance to the HEU to conduct an analysis to inform the design of the pilot.
∎ Support HEU for inclusion of the piloting of TB outsourcing in their work/ operational plan
∎ To assist in developing a draft Capacity Development Plan with Action Plan and based on the participatory planning process.
∎ To prepare regular reporting to management.
∎ To conduct desk review of existing and previous capacity development works pertaining to HS4TB.
∎ Work closely with the CPD and consultants to draft the documents as and when required.

Additional Requirements:
∎ Bachelor's and 6+ years experience or
∎ Master's and 4+ years experience or
∎ Doctorate and 2+ years experience.
∎ Candidates must have working experience in the health sector in the following areas:
∎ Experience in program planning and implementation.
∎ Have training and facilitation background and knowledgeable about the procurement system
∎ Demonstrated experience to plan, coordinate and deliver relevant organization's need based capacity building assistance.
∎ Proven experience in capacity development
∎ Proven experience to work with the government and non-government stakeholders and facilitate Capacity Development participatory planning process with them
∎ Experience developing training curriculum
