Job Context:
∎ EVOLVE Project: Enhance Voice for the Inclusion of the Vulnerable and their Empowerment (EVOLVE) project has been designed by HELVETAS in close collaboration with CNRS to facilitate inclusive dialogue and partnerships between CSOs, CSO networks and Union Parishads (UPs) in participatory planning, budgeting, execution, and accountability towards climate smart and gender responsive strategies and services. EVOLVE aims to build the capacity of CSOs and their networks to empower climate affected communities and disadvantaged women in selected 14 UPs of the specific three upazilas of Khulna (Dakop) and Bagerhat (Mongla, Sarankhola) districts. EVOLVE is Co-funded by the European Union and implementing by the two co-applicants (i) The Centre for Natural Resource Studies (CNRS) and (ii) the Development Organization of the Rural Poor (DORP) in the project locations coordinating by HELVETAS Bangladesh. The specific objective is designed to develop capacities of the CSOs and their networks to empower climate affected communities and disadvantaged groups - especially women – to raise their voices and effectively participate in decision-making processes and hold government accountable, contributing to gender responsive and climate smart policies, financing and their implementation.
∎ The Field Facilitator (FF) will be responsible to work closely with Union Parishad Bodies (Chairman, Secretary, UP Member), Standing Committee Members, UDCC (Union Development Coordination Committee), Civil Society Organizations (CSOs), Community Based organizations (CBOs), CSO Networks, Upazila administration and the concerned poor/Disadvantages people/communities. FF is the front lines staff of the project and will deal directly with the CBOs and CSOs in working location. One Facilitator will be responsible for an average of 3/4 unions.

Job Responsibilities:
∎ Coordination and Communication:
∎ Maintain effective liaison with community/CSOs/ UPs/UZPs, LG institutions and other stakeholders who are directly or indirectly involved with the program.
∎ Building effective network with service providing organizations, CSO’s, CBOs, UPs, UZPs and relevant stakeholders.
∎ Project Implantation:
∎ Assist Project Coordinator to prepare the monthly, quarterly and yearly Annual Implementation Plan (AIP)/work plan/Activity Plan.
∎ Ensure that the module/guidelines are facilitated with concerned Union Parishads, CSOs at Union level and CBOs at Ward level in time and in accordance with project Annual plan of operation.
∎ Ensure effective contributions and collaboration with CSOs, CBOs, UDMC, UzDMC, SCs and their networks in UPs long term strategic plan.
∎ Conduct necessary accompaniment and post training follow-up supports to the concerned UPs, CSOs, CSO Network and CBOs to ensure intended outcomes and results
∎ Conduct regular monitoring visits, collect and maintain data and information, documenting and sharing specific case studies of good practices in accordance with project M&E System.
∎ Field monitoring to make sure that UPs use Project grants properly implemented and managed.
∎ Participate in programme planning development and review exercises to be organized by Project Office.
∎ Participate in team meeting and management meeting in the field office regularly.
∎ Maintain efficient and effective interpersonal relationship in the team and targeted stakeholders.
∎ Participate and organize training and workshop as per project activities. And also ensure visibility of CNRS, EU and HELVETAS.
∎ Participate and demonstrate evidence based self-learning towards professional growth.
∎ Provide need-based support to the survey team members.
∎ Any other work as and when assigned by the PC and CNRS management.

Additional Requirements:
∎ At least three years of experience in the relevant field with direct engagement at the community level
∎ Experience in working with community / partners / CSOs/ UPs/UZPs /District/ Divisional NBDs, LG institutions is an added advantage
∎ Working experience in local governance project will get priority
∎ Good capacity of planning and coordination
∎ Capable of intensive work in the field
∎ Good interpersonal skills and facilitation and training skills
∎ Demonstrated sensitivity to and knowledge on gender and social inclusion
∎ Good computer literacy
∎ Work experiences in CNRS will be an added advantage
∎ Have ability to conduct community training effectively
∎ Motorcycle driving skill with valid driving license
∎ Having non-discriminatory and gender-sensitive perception along with safeguarding
∎ To protect children in connection
∎ Track record of facilitating capacity-building trainings and workshops involving multiple stakeholders
∎ Ability to multi-task without less supervisory support and manage competing demands across time zones
∎ Proven ability to work in an intercultural environment
∎ Strong ability to work within a diverse team
∎ Ability to work under pressure and under a multi-sectoral / multi-disciplined team approach
∎ Willingness and ability to drive a motorcycle in the field as and when required and should have a valid driving license

Salary:
∎ BDT 26,695/month (inclusive all)
