Job Context:
∎ Position Reports To: Program Director
∎ Position supervised: Technical Officer
∎ Location: Any district of Sylhet Division
∎ Overview: Under the direct guidance of Program Director, the District Manager is expected to provide leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of the program. Overseeing multiple districts operation, s/he is basically responsible for achieving the planned results set out for the program. S/he will be the primary point of contact with the District Health and FP Managers and government counterparts. the District Manager is responsible for overall program management, implementation and guidance to district team. S/he will also represent Jhpiego at district/division and maintain overall coordination and liaison with division/district level GoB stakeholders and NGO partners.
Job Responsibilities:
∎ Implementation of project work plan aligned with budget in liaison with the Program Director, Technical team and Finance and Administration team
∎ Develop and implement detailed implementation plan, monitoring and evaluation framework, and other reports required by the donor
∎ Coordinate and facilitate discussions with the district managers and officials from DGNM, DGHS, DGFP and others at the division level to develop a district level scale up plan
∎ Assist in developing a pool of PPFP trainers and QA managers at the division/district level in coordination with relevant training institutions
∎ Contribute to developing a functional and effective PPFP service delivery model by integrating PPFP into ANC, deliver, postnatal and immunization service delivery points
∎ Provide ongoing management at the district level in response to issues or problems encountered during project implementation
∎ Conduct facility visits to ensure selected facilities are adequately set up to provide PPFP services
∎ Assist in facilitating review meetings with community health workers, immunization providers
∎ Contribute to strengthening and deployment of a community tracking system for women, babies, community health workers and facility providers
∎ Oversee all district level program activities including:
∎ Continuous communication/collaboration with the program team
∎ Assist with M&E activities; ensuring timely and accurate reporting of results
∎ Cultivating strategic relationships and alliances with other local non-governmental organizations and donors including private sector partnerships
∎ Coordinating with technical team members in the design, analysis, and synthesis of interventions
∎ Advise district counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
∎ Troubleshoot to prevent and resolve potential problems and review outputs for quality control
∎ Work closely with the Finance and Administration team and Program Director to track program budgets and ensure that program finances are in order
∎ Manage district-level subcontracts and short-term consultants if applicable
∎ Facilitate trainings in conjunction with the technical staf
∎ Develop and maintain excellent relationships with colleagues and donors in the district
∎ Contribute to program reports or any other documentation requested by the donor
∎ Document program success, challenges, case study and lessons learned and share with team
Additional Requirements:
∎ Minimum 6-7 years working experience in program development and project management with international/development organizations especially health project
∎ Experience in FP/maternal health and/or community interventions
∎ Experience working with district/upazila level government counterparts
∎ Strong ability to work and communicate within a team
∎ Strong ability to communicate with local level stakeholders
∎ English language proficiency preferred
∎ Ability to work independently and to exercise independent judgment
∎ Ability to ensure adherence to applicable laws and regulations
∎ Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
∎ Proven leadership and supervisory skills along with training facilitation and coordination skills
∎ Demonstrated ability to exercise confidentiality and professionalism
