Job Context:
∎ SHIMANTIK is a national NGO since 1979 in Bangladesh. Shimantik is going to implement USAID`s MaMoni Maternal and Newborn Care Strengthening project, funded by USAID and Technical Support by Save the Children International under 3 Districts like Habiganj, Brahmanbaria and Manikgonj. S/He will be responsible to check expenses against the budgets to ensure value for money, prepare and assist yearly budget, budget variance analysis, annual work plan, detail implementation plan financial and programmatic reports as per contractual obligations. Shimantik is seeking application from the potential candidate on the below position:
∎ Reportable to: Regional Manager of the Project -Shimantik/Focal Person of respective PNGO
∎ Project USAID`s MaMoni MNCSP
∎ Reporting line:
∎ Administrative: Divisional Manager, MaMoni MNCSP
∎ Technical: Sr. Manager-MNH&QI, SCI
∎ Supervision:
∎ Upazila Coordinators (Service delivery & QI) , Upazila Facilitator (Community engagement and SA) and Officer Program Support (F&A) of assigned region
∎ Duty station: District level office in assigned district for USAID`s MaMoni MNCSP

Job Responsibilities:
∎ PROGRAM MANAGEMENT AND IMPLEMENTATION
∎ Prepare annual work plan, detailed implementation plan and annual budget for assigned district
∎ Adopt innovation in planning and implementation specially for service delivery
∎ Review implementation & BV analysis monthly and quarterly
∎ Adopt and share different guideline/strategic document approved by GoB and SCI
∎ Oversee district level interventions
∎ ADVOCACY AND COMMUNICATION
∎ Organize USAID's MaMoni MNCSP issue based meeting with MOH&FWC, LGI at district level Maintaining coordination with the district and Upazila health and FP authorities for organizing jointly relevant national/ international day/week
∎ Arrange joint visit with district/upazila GoB officials to monitor/visit program activities
∎ Advocacy and liaison with different stakeholders especially with Local Government, relevant line department, CBO, and civil society.
∎ MONITORING EVALUATION & LEARNING (MEL)
∎ Oversee to ensure the routine MIS and other narrative reports (monthly, quarterly, half yearly and yearly) and deliverables submitted completely in time
∎ Monitor e-MIS implementation progress and take necessary steps for effective implementation
∎ Review of reports and deliverables to ensure the quality
∎ Routinely monitor the progress of indicators from collected and analyzed data and take actions based on that
∎ Share the findings and progress with district managers of both DGFP and DGHS.
∎ Conduction of Data quality assessment at least one in a month
∎ Ensure to use the data in local level planning, work planning and budgeting.
∎ Review and provide input in case studies, success stories and shared learnings
∎ Participate and involve in learning initiatives
∎ CAPACITY DEVELOPMENT
∎ Regular field visit to supervise and follow-up activities using checklist as per project guideline
∎ Take part in training & orientation of GoB service providers and LGIs Guide supervisees for local resource mobilization
∎ DOCUMENTATION:
∎ Need to document various management correspondence, approval letter, Approved Budget, Soft copy and hard copy of project proposal, DIP, work plan, compliance of donor, monthly, quarterly, semi-annual and annual report submission to SCI.
∎ RECORD KEEPING AND REPORTING:
∎ All external and internal correspondence, Government approval.
∎ ACCOUNTABILITY MECHANISM:
∎ Holds self-accountable for making decisions, managing resources efficiently, achieving USAID's MaMoni MNCSP goal and objectives.
∎ SUMMARY OF DELIVERABLES:
∎ Monthly, Quarterly, semi-annual, annual reports for SCI, quarterly budget burn rate analysis report, , annual work plan, DIP, workshop proceeding, Presentation/handout for district level workshop meeting / seminar and event reports.
∎ SUMMARY OF TIME ALLOCATION:
∎ Program Management at district level: 30%
∎ Program Implementation: 20%
∎ Advocacy and coordination: 10%
∎ Supportive supervision and monitoring: 30%
∎ Capacity development: 10%

Additional Requirements:
∎ 8 years' work experience in relevant field and at least 5 years in managerial position
∎ PROFESSIONAL:
∎ Demonstrable experience in working closely with GOB Health, Family Planning, LGI and development organizations
∎ Strong supervision and management skills
∎ COMPETENCIES:
∎ Budget management experience
∎ Ability to manage a complex and diverse workload
∎ Ability to contribute to develop a proactive team, working collaboratively with colleagues and support as necessary
∎ Computer skills: Word, PowerPoint, Excel, email and web browsing
∎ Strong communication and interpersonal skills
∎ Written and verbal in Bengali and English
