Educational Requirements:
∎ Must complete ACA/ FCA degree, experience in development sector will be preferred.

Experience Requirements:
∎ At least 3 year(s)

Job Responsibilities:
∎ A. Planning related responsibilities:
∎ Lead annual and five yearly financial planning and budgeting exercises in consultation with Executive Director (ED) and other stakeholders prior to obtaining approval from Executive Committee (EC) and NGO Affairs Bureau. Lead the large volume of Govt. and consortium funded project.
∎ Preparation and management of budget.
∎ Develop advanced financial analysis for five-year work plans.
∎ Manage funding requirement and liquidity.
∎ Formulate appropriate policies, strategies and systems to maximize efficiency and compliance related to admin & finance.
∎ Ensure preparation of statement of accounts on program activities for donor agencies and Govt. funded large projects.
∎ B. Public Financial Management (Govt. and consortium funded project):
∎ Conduct a Risk Management Review, and design a Risk Management Framework and Toolkit, to identify, address, and seek to minimize the future occurrence of risk throughout the stages of payments from beneficiary targeting, identification, selection and the payment process.
∎ C. Implementation related responsibilities:
∎ Financial management.
∎ Monitor and review financial planning and performance in consultation with ED and Senior Management Team (SMT) members and recommend remedial action.
∎ Prepare financial reports and analysis for action by ED and approval by EC.
∎ Establish/fine tune systems and procedures and indicators to define, execute and monitor internal check and control system.
∎ Maintain effective financial management and accounting systems as per local and international standards.
∎ Submit financial report to EC, Development Partners, NGO Affairs Bureau and Joint Stock Company, etc.
∎ Liaison with Partner NGOs, Development Partners and relevant Government Agencies.
∎ Arrange audits as required and take necessary measures to implement audit recommendations.
∎ D. Policy Formulation:
∎ Formulate policies as a part of the SMT.
∎ Develop and implement HR policies for recruitment, placement, promotion, disciplinary issues, compensation and benefit, employee relations and welfare.
∎ Design plans for building institutional capacity and design implementation measures/ interventions to strengthen the structure.
∎ E. Administration:
∎ Supervise procurements.
∎ Provide administrative approval up to a certain limit of procurement.
∎ Ensure application of financial management, procurement & HR policies and rules.
∎ Ensure the maintenance & security system of organization.
∎ Arrange for EC meetings and AGM.
∎ F. Human Resource Management:
∎ Supervise recruitment, placement, performance and training needs evaluation, salaries relating to all staff etc.
∎ Approve leave applications of selected employees.
∎ Handle grievances of employees.
∎ Design, develop and upgrade the staff evaluation system.
∎ G. Liaison:
∎ Maintain liaison with government offices including NGO Affairs Bureau, Development Partners & non-government organizations, Govt. funded project.
∎ Negotiate, monitor and draft agreements/ contracts with Govt. and other agencies.
∎ H. Staffing related responsibilities:
∎ Supervise and appraise staff performance and organize training of admin, finance and accounts team members.
∎ I. Other Responsibilities:
∎ Monitor financial progress and financial risk management.
∎ Participate in various meetings as and when required.
∎ S/he will report directly to the ED and submit approval for all financial budgets and plans to the EC and perform any other functions assigned from time to time.
∎ And all other responsibilities as assigned by the organization.

Additional Requirements:
∎ At least 3 year(s) in national or international NGO.
∎ The applicants should have experience in the following area(s): Finance & Accounts, Administration, Human Resource Management, Strategic Planning, Tax & VAT, Budget, Grants and Sub-Grants, USAID/ DFID/ Govt. project Management, Donor Communication, Liaison with NGOAB and other Government Organizations, Internal and External Audit, Compliance etc.
∎ The applicant should have experience in the following business area(s): National/ International NGO
∎ Must have computer knowledge and experienced in relevant advanced IT System.
∎ Must have experience in working with software-based accounting and administration system.

Salary:
∎ Negotiable and range from BDT 250,000/= 300,000/=
