∎ Position Summary: Deputy Program Manager - Entrepreneurship and Empowerment Support (YES) will provide management and technical support to Program Manager who will have overall responsibility for the management, strategic planning, implementation, financial management, and reporting aspects of RI`s 3 year-long USAID program in Cox`s Bazar in Bangladesh. The program`s objective is to reduce the risk of conflict by creating sustainable, market oriented resilient livelihood opportunities for host communities and promoting social cohesion in Cox`s Bazar. This project will be implemented as part of USAID`s New Partnership Initiative (NPI): Conflict-Prevention and Recovery Program (CPRP), with the aim of building capacity of local entity sub-awardees and moving them towards directs awards with USAID.
∎ This position will ensure internal management and external coordination with project partners and stakeholders for successful project outcomes. S/he will assist Program Manager to oversee a consortium of local partners tasked with the direct implementation of youth skill development and social cohesion initiatives, and building capacity of local authorities and CSOs. S/he will be expected to support the Project Manager to establish and maintain systems for oversight and implementation of planned activities, contribute to reporting on technical activities and financial management. In addition, the Deputy Project Manager will support in designing and executing a tailored capacity strengthening interventions for the consortium`s local partners, with the aim of transitioning them to direct award with USAID.
∎ About the USAID`s YES ACTIVITY Program:
∎ The objective of the project is to reduce the risk of conflict in Cox`s Bazar by creating sustainable, market oriented resilient livelihood opportunities for HCs and promoting social cohesion. All interventions under the program`s 03 outcomes will aim to contribute to a supportive environment for women and girls, while directly addressing barriers and challenging negative gender norms and perceptions with innovative approaches.
∎ The project seeks to achieve three key outcomes:
∎ Outcome 1 seeks to increase market-oriented vocational skills for youth within a conflict sensitive, peace-building and gender sensitive framework in an enabling environment
∎ Outcome 2 will enhance the organizational and technical capacity of local actors (CSOs, local government, private sector) to augment social and economic resilience in HCs and mitigate conflict in the long term.
∎ Outcome 3 will deliver enhanced, applicable research on contextually appropriate approaches. With a specific investment to be made in action research that is context relevant and directly applicable to the work of implementers, donors and other partners working in Cox`s Bazar.

Job Responsibilities:
∎ Specific responsibilities will include but are not limited to:
∎ Support the?Project Manager in achieving project goals by providing?technical and?operational support & coordination.
∎ Provide support to programmatic teams, including identifying and promoting clear communications on issues of budget management and programmatic activities, compliance, monitoring and evaluation, and documentation.
∎ Ensure compliance among key staff with?USAID, local policies, and?RI policies and procedures.
∎ Contribute to the development of reports for the donor, the host country,?and RI policies and procedures.
∎ In coordination with the Project Manager, oversee budgets to ensure all expenditures?follow?RI and donor policies and regulations as well as within the scope of the program budget.
∎ In the absence of Project Manager, ?serve as Acting Project Manager, ?represent RI with partners and key stakeholders, maintain positive relationships with USAID, local authorities, and the country office team.
∎ Assist Project Manager to ensure rapid roll-out and supervision of activities.
∎ Support Project Manager to effectively work with other consortium members to assure a coordinated and timely execution of work plans and participate in the Project Steering Committee and other working groups that will meet regularly to discuss project progress.
∎ Actively participate in overseeing planning, quality assurance and supervision of program monitoring, evaluating, and reporting;
∎ Provide support for oversight of delivery, management, and monitoring of sub grants.
∎ Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation
∎ Ensure compliance with and implementation of all donor-related, RI, and project specific policies.
∎ Support to establish, improve, and maintain accurate administrative, financial, and sub grantee monitoring systems in collaboration with the Finance Manager;
∎ Monitor project training and on-site capacity building activities, ensuring the development of local institutional and personal capacities fostering country ownership and sustainability of interventions;
∎ Serve as a liaison between the project partners and Project Manager;
∎ Conduct budget monitoring and cost control based on sound financial and accounting
∎ Support to ensure technical, financial, contractual and political integrity are maintained to safeguard RI reputation in Bangladesh
∎ Ensure effective collaboration, coordination and internal partnerships with other RI projects, and departments to build synergies across programs for maximum impact.
∎ Other duties as assigned by the line manager (PM).

Additional Requirements:
∎ At least seven years of experience in managing sectors and/or sub-sectors of civil society/advocacy/research/gender sensitive interventions; and at least five years of progressive experience in a relevant sector;
∎ Professional experience in a skill development, local partner capacity building preferably under USAID programs or UN programs. Experience working on similarly complex programs which seek to build the capacity of local actors in multiple technical areas and management capacity required.
∎ Excellent interpersonal and leadership skills and experienced in managing teams;
∎ Experience relevant to accomplishment of the cross-cutting objectives in the cooperative agreement, including gender, youth, minorities, and cultural change;
∎ Experience on Donor reporting (quarterly/annually) in English with thorough knowledge on reporting language
∎ Demonstrated strong writing and oral presentation skills in English and Bangla.
∎ Work on programs involving social cohesion, youth skill development, TVET in Bangladesh or other developing countries highly desirable.
∎ Strong coordination, project planning, and communication skills.
∎ Excellent interpersonal skill
∎ Demonstrated experience with similarly complex projects, Bangladesh experience highly prioritized, involving coordination with multiple programs, and partner institutions.
∎ Demonstrated experience with the current up-to-date ideas about effective social cohesion and Do No Harm practices and applications in programs managed or influenced.
∎ Experience supervising and mentoring direct-reports.
∎ Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation.
∎ Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out.
∎ Demonstrated problem-solving and consensus-building skills and ability to promote coordination among diverse interests and institutions.
∎ Good understanding of procurement processes, procedures and grants management.
∎ Demonstrated effective problem solving, conflict and ethical management skills.
