∎ The incumbent is an experienced country or operations manager (10 + years) with significant field operations experience running both emergency and development programs
∎ Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organization structure
∎ A very good understanding of at least 3 of the sectoral programs and a working knowledge of the program priorities of the Country Office.
∎ Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
∎ Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, FCDO, UN grants etc.).
∎ Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
∎ Ability to analyze information, evaluate options and to think and plan strategically.
∎ Previous experience of managing and developing a team and the ability to lead, motivate and develop others.

∎ The Deputy Country Director – Program Operations shares in the overall responsibility for the direction and coordination of the Country Office program. The DCD in his/her capacity is responsible for the strategic direction and management of core implementation of all Education, Health & Nutrition & HIV/AIDS, Humanitarian, Child Poverty, Child Protection and Shishuder Jonno programs. S/he will generally act in the Acting position during the absence of the Country Director.
∎ Provide strategic vision and direction to the SC Bangladesh program
∎ Overseeing and Managing Platforms for Program Implementation
∎ Responsible for overall coordination of program implementation and delegated responsibility for field delivery
∎ Ensure that all programs’ progress in accordance with grant agreements, are completed within time and on budget in close coordination with the Director Program Development & Quality and Finance Director
∎ Program Development and Implementation for Education, Humanitarian, H&N&HIV/AIDS, Child Poverty, Child Protection sector and Shishuder Jonno
∎ Overseeing the development and implementation of sectoral plans in line with the objectives of the country strategy
∎ Supporting Technical Directors through line management, monthly meetings and other forums as needed
∎ Proactively seek and maintain, active and regular working relationships with - host government authorities, development, humanitarian and corporate donors and partner agencies (e.g., USAID, DFID, SIDA, etc.), the UN system, and local and international NGOs
∎ Responsible for strengthening the Bangladesh CO organizational readiness to respond to emergencies in line with global SCI emergency goal and benchmarks
∎ Responsible for ensuring that the CO designs, updates and implements a full set of emergency preparedness actions, as defined in MOS – drawing on SC Member input and resources
∎ Supervise and manage program staff
∎ Ensure appropriate staffing at all levels of the program department (Work with Senior Management Team to recruit, manage and motivate team)
∎ Ensure appropriate gender and ethnic diversity within the program team.
∎ Support the Country Director in providing overall leadership, oversight and monitoring to the implementation of the Safeguarding Policies, with an emphasis on maintaining current successes as well as addressing key gaps identified in the annual safeguarding self-audit
