Job Context:
∎ The International Education Division is currently accepting applications for Deputy Chief of Party for the anticipated USAID-funded Shobai Miley Pori "Everyone Reads Together" program in Bangladesh, which will support the Government of Bangladesh to improve early grade reading outcomes in Bangla for children with disabilities in grades one and two in Government Primary Schools.
∎ The project will seek to:
∎ • Conduct research on education for children with disabilities.
∎ • Make school environments inclusive and instruction effective for children with disabilities.
∎ • Enhance the knowledge, attitudes, and practices of communities to support disability-inclusive education.
∎ • Strengthen government systems to plan and manage quality disability-inclusive education.
Job Responsibilities:
∎ The Deputy Chief of Party (DCOP) will play an integral role in leading programmatic activities, providing technical direction and managerial supervision to the program. This person will liaise with senior government officials, community groups, and other stakeholders in representing the program. S/he will be responsible for ensuring Shobai Miley Pori obtains results and activities are harmonized across result areas. This position will be based in Dhaka, Bangladesh.
∎ Primary Responsibilities:
∎
∎ • The DCOP will be responsible for interfacing with both USAID and other counterparts for the overall direction of the project in the absence of the COP.
∎ • Organize and lead the project staff in all aspects of project implementation. Accountable for the timely submission of all required contractual deliverables and expected results.
∎ • Lead technical assistance and dialogue related to disability-inclusive education instruction best practices with the Ministry of Primary and Mass Education (MoPME), the Directorate of Primary Education, local schools, partners, and Disabled People's Organizations, and community-based organizations;
∎ • Provide technical support and assistance to governmental counterparts and staff in carrying out the teacher professional development, whole-school development, and life-skills programs.
∎ • Advise and consult with the relevant government counterparts and coordinate the day-to-day operations of project core staff and field offices.
∎ • Establish and maintain cooperative relationships with key stakeholders, including host government counterparts in the education sector, other government bodies, partners and stakeholders, USAID/Bangladesh, and other donor education projects.
∎ • Support the timely and quality completion of program technical, financial and grant deliverables, including Work Planning, Performance Monitoring, Quarterly Reporting and expense reporting.
∎ • This person will serve as the acting COP in the absence of the Chief of Party.
∎ • Support/provide direction for comprehensive teacher training to improve teacher and student performance, as well as measurable improvements under all project components.
∎ • Support technical working groups and support government counterpart technical staff to implement program elements to improve instructional practices.
Additional Requirements:
∎ Experience working in basic education and early grade reading with expertise in two or more of the following areas: teacher training, universal design for learning, curriculum design and improvement, flexible assessment, adaptive pedagogy, teaching and learning materials, and inclusive education.
∎ Experience providing technical leadership to basic education activities in Bangladesh is strongly preferred.
∎ Detailed knowledge of teacher training and systems needed to support reforms in teacher training at pre-service and in-service levels.
∎ Demonstrated experience supporting Ministries of Education in effort to reform their education systems, policy formulation, required, including use of data for decision-making.
∎ Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
∎ Must possess excellent oral and written communication skills in English. Fluency in Bangla is strongly preferred.
