∎ The DEPUTY CHIEF OF PARTY is responsible for the management of the project, including grant implementation, financial accountability, staffing, planning and reporting as assigned by Chief of Party.
∎ The Deputy CoP has responsibility for overall project operations. S/he should be familiar with the technical components of the project and the required support services. The Deputy CoP ensures that grants operations and sub-grantee management activities are in full compliance with USAID regulations and aligned to the consortium operations. Upon CoP request, the Deputy CoP would represent the grant to donors and other stakeholders.
Job Responsibilities:
∎ Objective 1: Technical Management
∎ Coordinates the development of the annual detailed implementation plan of activities in line with program strategies. Ensures that the overall annual implementation plan (DIP) is translated into quarterly work plans (at the levels of components and intervention communes).
∎ Ensures that all project activities are implemented based on approved workplans and budget, updated strategies, established technical standards and in compliance with ACF and USAID regulations.
∎ Leads effective contributions (of subordinates) to programmatic reporting (quarterly, annual) in compliance with applicable guidelines & timeframes.
∎ Guides and supports mechanisms and practices of exchange between geographical zones of intervention as well as synergies between program components (strategic objectives).
∎ Pay regular visits to the program sites to ensure quality implementation
∎ Discuss and address issues related to the project implementation.
∎ Support the COP in any other tasks as required
∎ Objective 2: People and Teams Management
∎ Supervises, provides strategic guidance and support to staff (ensuring their professional development, clarity of roles and accountabilities in relation to program results and values of the consortium.
∎ Provides coaching and professional development to his/her direct reports and hold them accountable for their job requirements, performance, and results attributed to their respective posts.
∎ Develops a culture of teamwork, with concrete mechanisms of communication, joint planning and experience sharing within and between technical and geographic teams.
∎ Identifies risks and pressures that affect staff/teams engagement and performance and proposes (or implements) measures to timely mitigate and address issues.
∎ Objective 3: Reporting
∎ Work with M&E team to collect accurate data on the program achievement
∎ Support the Technical leads and partners for monthly and quarterly reporting
∎ Oversees and coordinates the production and synthesis of monthly reporting (progress updates) by component and department leads
∎ Work with staff at different levels and to document project best practices, human interest stories and lessons learned.
∎ Objective 4: Relationships and branding
∎ Develop and maintain strong relations with donor, government and partners, as required by the COP
∎ Explain and represent the project to the target communities and local authorities
∎ Coordinates with key contractors to maintain good relation, ensure effective implementation of activities and adherence to commitments.
∎ Prepare and participate in the quarterly technical coordination meetings for sharing and addressing issues as they are identified;
Additional Requirements:
∎ EXPERIENCE:
∎ At least 6 years of overall experience.
∎ At least 3 years of experience with health and nutrition programming and capacity building of organizations
∎ At least 3 years of experience in program management and administration, financial management, award compliance, sub-award management, and tracking performance and costs via specific funding streams; Experience with US funding is required.
∎ At least 3 years of managerial experience on administrative systems of large international development projects.
∎ Experience dealing with change and innovation a plus. Strong understanding and experience of community nutrition and health
∎ Desired
∎ Experience in managing consortium is a plus.
∎ Similar position as DCoP is a plus
∎ SKILL
∎ Strong communication, both oral & written, strong interpersonal skills, ability to develop relations with execution partners & counterparts.
∎ Strong skills in financial, personnel, and process management, Scenario planning and problem solving skills
∎ Excellent written and spoken Bengali and English language skills.
∎ Knowledge of familiarity with USAID international assistance program requirements, and/or other bilateral funding agencies
Salary: Tk. 187000 (Monthly)
Compensation & Other Benefits:
∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
∎ End of Contract Benefits: End of Contract Benefits: 30 days of salary per year of service (No eligibility pro-rated under 1 year)
