Job Context:
∎ LAMB is a well-run major mission Hospital, Community Health Development, Training and Research organization. Services cover more than 6.3 million people in North West Bangladesh.
∎ There are vacancies for the following short term non-renewable position for the CERF Project funded by UNFPA as follows;
∎ Job Summary: Design and management of comprehensive monitoring and evaluation systems, in accordance with clients/partners and CHDP requirements. Manages data collection logistics and quality for all community program data. Monitoring and evaluation of the project activities; provide technical assistance to the project team. Maintain M&E data collection by using ODK based data management software, data and information management, data entry, cleaning, logical checks. Build capacity of project staff and partners with fundraising, communication & staff development of CHDP operation.

Job Responsibilities:
∎ Prepare the Performance Monitoring Plans (PMP) for CERF REFERRALprojects.
∎ To define specific processes, methodologies and tools for MEAL and reporting, in line with LAMB principles and minimum requirements, working closely with LAMB and partner project teams.
∎ Oversee and support MEAL and project staff in timely implementation of monitoring framework and tools, to ensure quality and consistent information is available on program performance and impact.
∎ Oversee quality assurance of all field data collection exercises, data management, and analysis.
∎ Review and approve reports with qualitative and quantitative MEAL findings.
∎ Identify, test and roll-out new monitoring approaches and methods (e.g. mobile data collection, participatory methods).
∎ Contribute in timely and quality reporting of projects in project locations of the CHDP, demonstrating accountability and learning.
∎ Provide technical advice in the design and implementation of data collection exercises (e.g. ongoing, baseline and end-line surveys; regular performance monitoring, etc.) for program monitoring and evaluation of impact.
∎ Conduct data analysis and necessary feedback on a regular basis, depending on program timelines, schedules and management needs.
∎ Contribute to monthly and quarterly reports to clients/partners/donors.
∎ Participate in refining and tracking indicators and targets with staff and partner organizations.
∎ Develop & use data collection instruments and tools.
∎ Design & develop the data capture systems.
∎ Develop and implement data quality assurance systems.
∎ Training data collection (including project staff and partners).
∎ Program planning, development and quality:
∎ Support the CERF REFERRAL project, particularly on logic of intervention (program logical frameworks and MEAL plans), and contribute to ensuring adherence to LAMB program quality standards.
∎ Lead on the development of logical frameworks and MEAL plans in project proposals, in consultation with program teams, and partners (where applicable).
∎ Responsible for estimating and setting MEAL resources in proposals' budgets.
∎ Develop and continuously update accountability strategy and lead on establishment of a feedback and complaint mechanisms in line with LAMB standards.
∎ Oversee and ensure quality assurance of feedback and complaint mechanisms.
∎ Share accountability findings with program teams and senior management.
∎ Share relevant MEAL findings with program teams and management in appropriate format to ensure the whole organization benefits from and applies program learning.
∎ Act as lead and liaison point for external evaluations and initiatives and ensure that learning from these processes are disseminated and acted upon
∎ Design and manage evaluations, development of TOR, to advising management on approval of final report, to dissemination of evaluation findings and recommendations with intended audiences.
∎ Monitor and ensure that management response to findings and recommendations of evaluations is completed, recorded and followed up for implementation.
∎ Support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes over the period.
∎ Organize reviews and learning events.
∎ Ensure proper MEAL coordination and streamlining structures between LAMB and partners are in place.
∎ Engage with professional peers to share knowledge and to identify best practice in other countries/ agencies relevant to LAMB which can contribute to our own understanding and development of MEAL. .
∎ Communication
∎ Improve and develop communications material for the project such as brochure, annual report, DVD, poster etc.
∎ Liaison with private agencies, the government and other organizations to explore potential collaborations for raising funds for CHDP.
∎ Attend district and divisional meetings, seminars and liaison with senior government departments.
∎ Staff Development
∎ Asses staff needs, plan, develop & implement staff development activities in association with Program Managers & HR department..
∎ Work with field supervisors to disseminate in-service information and other training material and opportunities.
∎ Design and implement monitoring tools to assess changes in knowledge, attitudes, and practices of all levels of field staff with respect to core competencies.
∎ Environment, Protection of Children and Vulnerable Adults:
∎ LAMB, being a child-focused organization, shall emphasis its highest priority for the safety and security of every child within the working areas. If any incident happens, LAMB will take immediate action against anyone as per its child protection policy. At the same way, LAMB will also give its highest priority in case of abuse of vulnerable adults.
∎ Make visit in field offices and look after all document and posters and other materials to ensure child & vulnerable adults protection.
∎ Report delegated authorities if any incidence happened regarding child & vulnerable adults protection.
∎ Consider all materials used or distributed in the project that are environment friendly.

Additional Requirements:
∎ Age 25 to 45 years
∎ Both males and females are allowed to apply
∎ At least five years' demonstrated experience of developing and managing different project cycle M&E steps and processes (M&E plans, logical frameworks, base and end-line surveys, mid-term and final evaluations, etc.) and ability to apply quantitative and qualitative methodologies.
∎ Ability to translate M&E concepts into practical methods and develop tools for teams in the field.
∎ Budget management, Strong analytical skills and understating of all aspects of quality programming required.
∎ Health & Disaster related training required.
∎ Candidates who have motorbike driving license will be given priority.

Salary:
∎ Around Tk. 48,000 per month gross
