Responsibilities & Context:
∎ Consultancy: Research Assistant/Note Taker - Private Sector Landscape Assessment (PSLA), USAID/Bangladesh UPOMA Activity.
∎ Location: Dhaka and outside Dhaka (as required).
∎ Encompass is implementing the four-year United States Agency for International Development (USAID) Bangladesh Upoma Activity, providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts. Under Upoma, EnCompass has been tasked to undertake PSLA in Bangladesh. EnCompass LLC is seeking Research Associate (s) to assist in conducting the PLSA.
∎ The purpose of this PSLA is to conduct a thorough exploration of PSE (Private Sector Engagement) opportunities across key sectors identified by the Mission, empowering USAID/Bangladesh with strategic insights to effectively allocate resources for maximal transformative impact. This assessment is designed to uncover the core challenges and aspirations of private sector entities, focusing on risk mitigation, market expansion, access to resources, sustainability, and the development of business models that foster shared value partnerships. Through this lens, the PSLA aims to unlock and build upon shared value partnerships, where mutual interests between USAID and the private sector converge to create impactful and sustainable development outcomes.
∎ The PSLA will help the Mission to identify sector-specific opportunities for USAID/Bangladesh to invest limited resources and engage with the public, private and non-profit sectors, as well as shape future program designs and strategic initiatives.
∎ Upoma requires the services of two Research Assistant/Note Takers to accompany the PSLA experts during interviews and group discussions with stakeholders, take detailed and comprehensive notes of the interviews and discussions and provide those notes in English for analysis by the PSLA team.
∎ The primary responsibility is to accompany the PSLA team members to Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with stakeholders and to take detailed and comprehensive notes during those sessions and to provide those detailed notes in English for analysis by the PSLA team.. A secondary responsibility is to assist with the logistics of team members for KIIs and FGDs that take place outside of Dhaka. This includes helping to arrange transportation to KIIs and, for FGDs, helping to ensure the meeting room is set up and that drinks and snacks are available for FGD participants.
∎ Properly maintain records, including a detailed calendar of all meetings in Excel spreadsheets
∎ Record KIIs and FGDs, if consent is provided by the individuals. Use the audio recordings as needed as an aid to ensure that the KII and FGD notes are sufficiently detailed and include a number of informative direct quotations.
∎ Prepare sign-in sheets for FGD participants (whenever required), specially whenever payment is provided as part of transportation costs.
∎ Travel within Bangladesh with the assessment team, if needed
∎ Any other duties as assigned by the team leader.
∎ Period of Performance and Level of Effort (LOE): 20 Working days for the period May-June 2024 (contract may be extended for similar assessment in future)
∎ Supervisor: The incumbent would be under the supervision of the PSLA Team leader, or any team member assigned by the PSLA team leader.
∎ Work schedule: Generally, five (5) days a week (Sunday to Thursday) but may need to work six days (Except Friday) if required.
