∎ P4D is a five and half year programme funded by the European Union and delivered by the British Council in partnership with the Cabinet Division of Bangladesh. Its aim is to harness, promote and affect collaborative dialogue between the civil society and the government, ensuring the most marginalised groups in society participate.
∎ P4D programme has following objectives:
∎ Overall Objective of P4D is to strengthen democratic ownership and improve accountability mechanisms in Bangladesh.
∎ Specific Objective of P4D is to promote a more enabling environment for the effective engagement and participation of the citizen and civil society in decision making and oversight.
∎
∎ P4D`s activities are divided across three Result Areas, which collectively enable it to engage, build capacity and convene dialogues among citizens, civil society and government at the district, divisional and national level.
∎ Following are the three result areas
∎ RA 1: "Civil Society Organisations (CSOs`) ability to influence government policy and practice raised through better accountability to and more effective representation of citizens` interests".
∎ RA 2: "Accountability and responsiveness of government officials raised through enhanced capacity building of decision makers and engagement with CSOs".
∎ RA 3: "New tools and policy platforms for more effective dialogue between citizens and government are developed and utilised".

∎ Main opportunities/challenges for this role:
∎ Coordinating field activities and monitor engagement of CSOs and Local Government at the district and national level.
∎ Contractual arrangement:
∎ This work will be contracted by the British Council through a consultancy contract. The ToR is subject to modifications as per project need.
Job Responsibilities:
∎ She/he will be responsible for:
∎ Provide strategic direction and coordinate all activities related to CSO engagement with the project both at the district level and national level
∎ Assist the DTL Lead in planning field activities and implementation, working closely with the Regional Coordinators, District Facilitators, Advocacy Coordinator and the Capacity Building Coordinator
∎ Coordinate and support field teams for effective engagement between CSOs, Multi-Actor Partnership Groups, NGOs and Local Government at the district level.
∎ Provide technical support to establish District Policy Forum at the district level and Thematic Forums at national level.
∎ Lead in implementation, monitoring and evaluation of CSO quality standards.
∎ Maintain regular contact with the concerned ministries/ departments and CSO networks at divisional and national level.
∎ Lead/support lesson sharing events at the regional/national level, in coordination with the P4D senior management team
∎ Line manage the Regional Coordinators, and
∎ Perform other duties assigned by the Deputy Team Leader.
∎ Key Relationships:
∎ Internal:
∎ Work closely with the DTL for overall planning, implementation and monitoring of field activities.
∎ Maintain regular contact with the Project Team Leader, Advocacy Coordinator, Capacity Building Coordinator, Monitoring and Communication Teams, Head of Finance and Programme Manager for coordination
∎ External:
∎ Liaise with the Government Ministries and CSO networks on partnership and networking.
∎ Reporting Arrangement:
∎ The Civil Society Coordinator will report to the Deputy Team Leader.
Additional Requirements:
∎ At least 10 years of experience in governance project management
∎ Proven experience in project cycle management
∎ Capacity building of local government and civil society organisations
∎ Working with Local Government Division, Upazila Parishad and Union Parishad
∎ Establishing programme networks
∎ Connecting with civil society networks across the Bangladesh
∎ Line management and teamwork
∎ Policy development and implementation
∎ Other Skills:
∎ Excellent inter-personal, and communications skills;
∎ Excellent networking skills: Sensitivity to and responsiveness to all partners, Respectful and helpful relations with District & Upazila level officials and P4D staff and Volunteers
∎ Must have professional knowledge about the use of office 365, Microsoft team, SharePoint and other online services to continue distance working if required.
∎ Have strong training & facilitation Skills
