Job Context:

∎ Purpose: The Campaign Officer will work under direct supervision of Hub Coordinator of the USAID Bijoyee Activity of BYLC, which is the strategic partner of CARE Bangladesh, including some other partner organizations. The project focused on a comprehensive Initiative focused on empowering and engaging young people in Bangladesh. It aims to address various aspects of youth development, including education, skill building soft skills, creating the environment for employment, entrepreneurship, civic engagement, and social inclusion as stated in project documents.
∎ The Campaign Officer will report to the Advocacy and Campaign Manager in developing and implementing advocacy campaigns and engaging with key stakeholders. The officer will conduct research and analysis on relevant issues, write blogs and articles, and contribute to developing campaign strategies such as rallies, forums, and symposiums. The officer will also engage with youth-led organizations and networks to mobilize support for advocacy campaigns. S/he will establish and maintain strong collaboration with the media. Five officers will be recruited who will work both in the hub, district, and upazila levels
∎ Contract Duration: 3 years with possibility of extension for further period as per project requirement.

Job Responsibilities:
∎ Core responsibilities: Strategic: (10%)
∎ BYLC's Strategies and project goals, policies, plans, and guidelines are properly maintained
∎ Support to enhance on to establish strategies for organizational and institutional development, growth, and sustainability
∎ Initiatives to enhance BYLC's image and leadership role nationally and globally
∎ Institutional and program regulatory approvals and adherence of country laws and regulations
∎ Promote and practice BYLC Values (Integrity, Respect Towards Others, Empathy, Excellence in everything We Do, Continuous Development and Practice Adapting Leadership) at all times
∎ Ensure Safeguard and protection of life and dignity of all associated personnel of BYLC as well as the assets and property.
∎ Operational: (80%)
∎ Create a database and maintain relationships with youth-led organizations and networks.
∎ Collaboration of working relations with all inter-departments to run advocacy campaigns.
∎ Must understand the NEET and EET youth-related issues in respective project areas.
∎ To develop and implement the local campaign with the support from the relevant team which includes activities such as engaging with the local community, and raising awareness in local areas.
∎ To explore and understand local factors that are bringing people to need the USAID Bijoyee Activity support through relevant activities and research.
∎ Identify and address the local drivers of unemployment with the appropriate organizations.
∎ To work with the Skills and Employment team and engage with the training and support on offer, including work with other local organizers, and engaging in the campaign activities.
∎ To support local program participants to share and tell their stories which can be used to support the campaign for change.
∎ To establish a database of the community who are interested in taking training for employment purposes
∎ To manage the expenditure of campaigns budget liaising with the relevant teams.
∎ People Management and Relationship Building: (10%)
∎ Manage and ensure different initiatives for the capacity building of team members.
∎ Observe mentoring sessions in spoke office of the YLO Development Officer and debrief for improvement.
∎ Maintain functional relationships with local government, community people, other partner organizations, and with local stakeholders and beneficiaries and other relevant stakeholders for the smooth operation of the project.
∎ Ensure a strong network with other NGOs, government agencies, private sectors, and relevant stakeholders to advocate for promotional events and engagement with private sector agencies.
∎ Desired candidate profile: Essential Requirements: The Campaign Officer will take part of the Youth Engagement unit under Dhaka North Hub of USAID Bijoyee Activity team for achieving having:
∎ Understanding of design curriculum and facilitation for soft skills training
∎ Strengthen youth leadership through targeted support of local youth-led and youth-serving organizations to promote youth participation as decision-makers and key contributors to individual, household, community, and national well-being.
∎ Strengthen youth systems, in partnership with youth, to provide more coordinated and effective services, practices, and policies that embody the principles of BYLC.

Additional Requirements:
∎ Experience: At least 02 years (s) of a similar level of experience
∎ Required Technical skills: Experience in campaigning or organizing events to achieve change.
∎ Good project management skills, able to balance a range of priorities.
∎ Familiarity with social media campaigning
∎ Experience getting local media coverage.
∎ Connection with youth-led organizations and local government
∎ Excellent writing and speaking skills in both Bangla and English.
∎ Oral and written language skills in Bengali and English.
∎ Excellent skills in G Suite (including Gmail, Google Calendar, and Google Drive), presentation, advanced MS Excel, and PowerPoint presentations.
∎ Excellent report writing and analytical skills.
∎ Effective coordination and collaboration with the government, local youth organizations, and the community in Manikganj and Gazipur.
∎ Interpersonal, problem-solving, and communication skills.
∎ Required Soft Skills: Self-motivated and self-driven individuals can promote community engagement.
∎ Good facilitation skills and documentation experience.
∎ Excellent interpersonal skills, and ability to work effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment.
∎ Willingness to work flexible hours is a critical requirement for this role.
∎ Should be dedicated to daily task completion.
∎ Solid organizational skills with the ability to juggle multiple tasks, work independently, set priorities, effectively manage time and staff, and meet deadlines.
