∎ As partnership with CARE Bangladesh, ESDO is implementing the Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Project at Jamalpur District. ESDO is inviting applications from interested qualified candidates for the position.
∎ After completion the project duration if not extended you have an opportunity to join ESDO existing another project.
Job Responsibilities:
∎ The APM (Finance & Operation) is responsible to overall financial planning, budgeting and reporting of SHOUHARDO III Program of ESDO. S/he is also responsible for assist any kind of financial transaction relation with financial aspect such as procurement, Inventory and different inputs support services for SHOUHARDO III Program. S/he will prepare monthly, quarterly financial report, fund request/call forward and other necessary financial related reports.
∎ Responsibilities and Task:
∎ 1. Financial operation and control
∎ Prepare financial plan/fund request/cash call for ESDO SHOUHARDO III Program.
∎ Check all bills/Invoices and vouchers relevant with expenses incurred with SHOUHARDO III Program.
∎ Check and verify the bills/Invoices as per plan and process for payment.
∎ Make periodical review of financial status.
∎ Ensure CARE and USAID compliance for any circumstances.
∎ To ensure day to day cash and bank management including all sorts of banking jobs.
∎ To ensure proper petty cash management.
∎ Surprise check the daily petty cash lying with Administrative Assistant.
∎ 2. Financial documentation and record keeping
∎ Ensure that all accounts related books and documents such as cashbook, Bank book/check issue register, ledger, subsidiary ledger and other financial documentation associate with financial management.
∎ Prepare, update and preserve financial related information, files, documentation, and database for financial management.
∎ Responsible to program budgeting, financial, inventories and logistical needs within the operational area of the Program.
∎ Assist for ensure procurement process maintaining proper procurement policy.
∎ To ensure that every bills/Invoice is properly approved before payment made.
∎ Ensure that update the books of accounts.
∎ 3. Budget and budgetary control
∎ Prepare and assist to prepare the annual budget for SHOUHARDO III Program of ESDO.
∎ Review and finalize the program Budget, Budget monitoring and Budgetary control as regular basis.
∎ Prepare budget and expenses summary report and identify any deviation, made recommendation to Management.
∎ Assist to the SHOUHARDO III Program management for proper financial planning and controlling.
∎ 4. Report and Audit
∎ Supports to Finance Officer (FO) for prepare all kind of financial reports (Trial Balance, Receipt & Payment Account, Budget and Expenditure Statement, Cash and Expenditure Status, Cash Recap by Bank Account, Bank Reconciliation Statement etc.).
∎ To ensure the preparation and submission of financial report to ESDO and CARE Management as stipulated deadline.
∎ Review and finalize the Financial Reports, Inventory Management, Furniture Fixtures & Equipment management,
∎ Prepare expenditure statements; conduct internal auditing, and maintaining books of accounts properly.
∎ Facilitation of Internal and External Audit (Internal, external, ADS-591, OMB A-1 III).
∎ Assist to prepare different agreement with landlord, vendors and other parties.
∎ 5. Coordination and communication
∎ Maintain proper coordination and communication among the ESDO SHOUHARDO III Program staffs and CARE management also.
∎ Coordinate and communicate with Bank authority for any deviation.
∎ To ensure the coordination among various vendors, counterparts, staff member and other stakeholders.
∎ Any others Program relevant task given by the supervisor/PM.
∎ Authority:
∎ Report to the Program manager and directly supervise to FO, FSs and indirectly supervise to FFs, ATF, Assistant Finance Officer, and Administrative Officer.
∎ Coordination with:
∎ Head of Finance of ESDO, APM (Technical) and others SHOUHARDO III Program Staffs
∎ Working condition:
∎ This is Program Office based position and should spend most of the time for field visit purpose.
Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ At least 5 years practical experience in financial management of donor funded project, preferably USAID funded program.
∎ Proven skill in financial management, managing of donor funds, GAAP, VAT, Tax, USAID rules and regulations etc; Skilled in budgeting, budget monitoring and review of Program expenses;
∎ Proficiency in computer, Microsoft Office programs and email communication are essential;
∎ Good administrative and leadership skills, ability to work in a team, participatory planning, good interpersonal skill, organizing and problem solving abilities and good skill in Office Management and staff supervision;
∎ Good verbal and written communication skills in English and Bengali;
Salary:
∎ Monthly consolidated salary 49,568/-
