Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE
∎ The Regional Supply Chain Officer (RSCO) is responsible for procurement of program goods, services and works and supporting improvements in procurement functions in the DRC regional office Asia. The position is also responsible for other logistics and asset management.
∎ This role has a regional focus and ensures compliance to DRC procedures and guidelines within the whole regional area. The role contributes to the development of regional strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing activities with regional scope

Job Responsibilities:
∎ Procure all goods and services ordered by the regional projects in a cost-effective and transparent manner in line with DRC and donor specific policies, ensuring best value for money.
∎ Perform Procure to Pay (P2P) functions of DRC Dynamics.
∎ Undertake procurement activities covering the pre-award, award (evaluation of bids), and the post award phases, such as: prepare tender dossier, review and verify technical specifications, and launch tender procedure preparing all relevant tender documents; conduct relevant market researches for procurement bid lists; coordinate the Tender Opening Committee, manage the award and assume the responsibilities for contract management and contract administration; prepare contracts and purchase orders.
∎ Ensure procurement files are accurate and records are complying to DRC and donor procurement policies, electronic filing system (Share Point) is properly established and followed, all soft copies and hard copies of procurement files are accessible and manageable by auditors.
∎ Follow up with suppliers and contractors to ensure timely and effective supply and delivery of goods and services.
∎ Support program team to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.
∎ Work closely with program team for continuous update on the procurement process and reports.
∎ Constantly search the market for new suppliers that may provide better service or value for money for DRC.
∎ Maintain and update suppliers list using the Supplier Profile and Registration Form.
∎ Support RHoSS the strategic sourcing for frequently purchased items and services and ensure framework agreements with the suppliers and service providers are in place.
∎ Work closely with Finance department for payment follow up.
∎ Maintain asset list and ensure asset management is in line with operation guidelines.
∎ Providing support to regional operations during Audits.
∎ Conduct duties in accordance with DRC Code of Conduct.
∎ Perform other duties as assigned by the RHoSS.
Additional Requirements:
∎ Minimum 3 years of experience in procurement.
∎ Experience and technical competencies: (include years of experience)
∎ At least University degree in Logistics, Business Administration, Economics, Engineering Management or similar sector
∎ Experience of working with UN or Non-Governmental Organizations.
∎ Understanding of the local and regional market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations.
∎ Understanding of the procurement rules and regulations of major international donors.
∎ Very good skills MS Word, Excel, Outlook, Power point
∎ Very good interpersonal and team skills.
∎ Knowledge of procurement principles and contract management.
∎ Commitment to humanitarian principles and values.
∎ Commitment to and understanding of DRC's aims, values and principles.
