Educational Requirements:
∎ Masters degree in any discipline
∎ Masters in Engineering / Biomedical Engineering, Business Administration, Public Health or any relevant discipline preferred.

Job Responsibilities:
∎ S/he will directly work with MOH&FW, specifically Directorate General of Health Services, and other related directorates to support them to:
∎ Ensure timely support for installation of these plants.
∎ Work with the biomedical engineers to estimate the need for ensuring optimization of electrical and oxygen infrastructure, including but not limited to: additional terminal points, upgradation of oxygen pipeline, upgradation of electrical sub-stations, need for replacement parts, accessories, etc.
∎ Estimate electrical load and support negotiation with PWD/PDB to install additional electrical sub-station for some of the health facilities as needed.
∎ Prepare plan for orienting health facility in-charge on the technical requirements in coordination with other MOHFW counterparts (UNOPS, etc.).
∎ Advocate for additional fund allocation to meet expenditure requirements and any future infrastructure upgrade needs.
∎ Support development of an operations manual for these plants for MOHFW staff.
∎ Support the MOH&FW develop an appropriate Oxygen policy that harmonizes the different actors and mechanisms to provide medical grade oxygen.
∎ Develop strong relationships with key external and internal stakeholders including government officials, affiliated institutes, and partners working in the oxygen ecosystem landscape in Bangladesh and beyond.
∎ Take on other work responsibilities from time to time as required for program implementation.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ 8-10 years professional experience in public sector, preferably Ministry of Health and Family Welfare.
∎ Knowledge of oxygen delivery systems, methods for diagnosis, treatment guidelines and practices in Bangladesh.
∎ Knowledge of Bangladesh public sector administration, financing and human resource planning preferred.
∎ Good oral and written communication skills in both English & Bengali.
∎ Ability to work collaboratively with a multidisciplinary and multicultural group of colleagues and external stakeholders.
∎ Self-motivated and able to work well with minimal supervision and under pressure.
∎ Creative, flexible, and resourceful and able to cope with logistical challenges.
∎ Ability to travel anywhere within Bangladesh at a short notice.
