Educational Qualifications
Master's degree in Development Studies, Social Sciences, Sociology, Social Work, Education, Management, Business Administration, Economics, or any other relevant discipline from a recognized university.
Candidates having B.Sc. in Engineering from a recognized university may also apply.
Candidates with additional training in Project Management, TVET, Skills Development, Employment Promotion, Entrepreneurship Development, Career Counseling, or Workforce Development will receive preference.

Strong project management, coordination, and reporting skills.
Excellent knowledge of TVET approaches and labor market trends.
Ability to foster partnerships with diverse stakeholders.

Experience Requirements
Minimum 5 years of professional experience in project implementation, vocational training, skills development, employment promotion, youth development, workforce development, apprenticeship, livelihood, or entrepreneurship programmes.
Experience working with NGO/INGO, donor-funded projects, or development organizations.
Experience in coordinating vocational training, apprenticeship, job placement, career counseling, or employment linkage activities will be highly preferred.
Experience working with industries, employers, training institutes, and local government stakeholders will be considered an advantage.
Experience in Gazipur or other industrial zones will receive preference.
Candidates having experience in TVET, NSDA-certified training programs, apprenticeship management, job placement, market linkage, entrepreneurship development, or employment-focused projects will receive preference

• ESDO is seeking a qualified and motivated Program Officer (Vocational Training & Employment) for a vocational training and employment-focused project in Gazipur District. The position will be responsible for planning, coordinating, implementing, monitoring, and reporting vocational skills development, apprenticeship, employment linkage, entrepreneurship development, and youth empowerment activities.

Job Responsibilities
A. Project Implementation and Coordination
• Coordinate day-to-day implementation of project activities in accordance with approved plans and targets.
• Prepare monthly, quarterly, and annual implementation plans.
• Ensure timely achievement of project outputs and deliverables.
• Organize and facilitate project meetings, workshops, orientations, and review sessions.
• Maintain close coordination with project stakeholders and implementing partners.
B. Vocational Training and Skills Development
• Coordinate vocational skills training, apprenticeship, internship, and employment-related interventions.
• Support learner identification, enrolment, orientation, attendance tracking, and completion processes.
• Monitor training quality and ensure compliance with project standards.
• Coordinate with training providers, Master Craft Persons (MCPs), industries, and employers.
• Facilitate competency-based and market-oriented skills development initiatives.
C. Employment and Market Linkage
• Develop and maintain relationships with industries, employers, business associations, and recruitment agencies.
• Facilitate employment placement, apprenticeship opportunities, and internship arrangements.
• Organize job fairs, employer engagement meetings, and career counseling sessions.
• Support entrepreneurship development, self-employment initiatives, and business linkage activities.
• Monitor employment outcomes and post-training transitions of participants.
D. Community Mobilization and Stakeholder Engagement
• Conduct community outreach, awareness campaigns, and beneficiary mobilization activities.
• Coordinate with local government institutions, educational institutions, private sector actors, and community leaders.
• Strengthen community participation and stakeholder ownership of project activities.
• Represent the project in relevant coordination meetings and forums.
E. Monitoring, Documentation and Reporting
• Conduct regular field visits to training centers, workplaces, and project intervention areas.
• Monitor participant progress, training quality, completion rates, and employment outcomes.
• Maintain project databases, records, and documentation.
• Prepare monthly, quarterly, and annual progress reports.
• Document success stories, case studies, lessons learned, and best practices.
F. Safeguarding, Inclusion and Compliance
• Ensure compliance with organizational policies, donor requirements, and project guidelines.
• Promote safeguarding, child protection, gender equality, disability inclusion, and accountability principles.
• Support implementation of grievance and feedback mechanisms.
• Ensure safe and inclusive participation of all project beneficiaries.
G. Other Responsibilities
• Support project reviews, evaluations, donor visits, and audits.
• Assist management in project planning, reporting, and development initiatives.
• Perform any other duties assigned by the supervisor.
