Educational Requirements:
∎ Masters degree in any discipline
∎ Masters in Social Sciences, Business Administration, HRM, Public Health or any relevant discipline.
Experience Requirements:
∎ 8 to 10 year(s)
Job Responsibilities:
∎ S/he will directly work with MOH&FW, specifically Directorate General of Health Services, and other related directorates to support them to:
∎ Ensure timely deployment of temporary human resources to these plants.
∎ Develop a training and capacity building plan for these staff by working closely with consultants (curriculum development, training specialists).
∎ Identify master trainers within DGHS and other departments.
∎ Ensure that all relevant trainers and health facility staff are trained and followed up.
∎ Ensure that these positions are transferred to appropriate department after Dec 2023.
∎ Advocate for additional fund allocation to meet administrative needs.
∎ Advocate for creation of additional posts to maintain these plants in the long run.
∎ Support the MOH&FW allocate appropriate funding for HR and capacity building within the new sector program and relevant operation plans.
∎ Develop strong relationships with key external and internal stakeholders including government officials, affiliated institutes, and partners working in the oxygen ecosystem landscape in Bangladesh and beyond.
∎ Take on other work responsibilities from time to time as required for program implementation.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Additional Requirements:
∎ 8-10 years professional experience in public sector, preferably Ministry of Health and Family Welfare.
∎ Extensive knowledge of Bangladesh public sector administration, financing and human resource planning.
∎ Familiarity with Health sector wide approach (SWAP) and operational plans preferred
∎ Good oral and written communication skills in both English & Bengali.
∎ Ability to work collaboratively with a multidisciplinary and multicultural group of colleagues and external stakeholders.
∎ Self-motivated and able to work well with minimal supervision and under pressure.
∎ Creative, flexible, and resourceful and able to cope with logistical challenges.
∎ Ability to travel anywhere within Bangladesh at a short notice.
