Job Context:
∎ About More than a million Rohingyas have fled due to the ethnic cleansing in Myanmar and sought refuge in Bangladesh. The refugees are in temporary settlements on hilly areas of Cox’s Bazar with inadequate water and sanitation facilities, giving rise to diseases such as cholera, typhoid, and diarrhea. They are exposed to significant public health risks due to overcrowded living conditions and poor water, sanitation, and hygiene (WASH) practices and waste Hazzard at the camps, especially at the Kutupalong expansion sites. They are continuing to live in very fragile conditions. The Rohingya refugee camps are already overcrowded. There are problems with the quality and highly uneven distribution of water, with many people walking long distances through densely inhabited camps to the water sources.
∎ Improper sanitation and waste management is the number one cause for ill health, disease, and death throughout the world, particularly under extremely dense living conditions in the Rohingya refugee camps. Garbage littering and open defecation are widely practiced. Congested drainage systems contribute to flooding, bringing waste and contaminants into people’s homes. Improvements can be made by involving camp inhabitants in decision-making processes and giving them greater ownership in everyday infrastructure maintenance.

Job Responsibilities:
∎ Must have expertise & experience in WASH sector activities including Rohingya Refugee Camps context and should have well record about representation of org. in WASH sector, JRP Process, Clear understanding about Camp Rationalization issues and reporting & documentation skills, Coordination with WASH and others stakeholders and actors are mandatory.
∎ Technical Officer/Engineer - WASH should have good experience in project implementation and technical know how about Maintain water supply networks and its maintenance & purification process, Improvement of Sanitation system as well as Fecal Sludge Management (FSM), Repair, Maintenance and Installation of Sanitation facilities as well as decommissioning, Should have well experienced to LEAD the staff team and volunteers. Clear understanding about Solid waste management (SWM), RRRC/WASH sector guild line and Maintain all sorts of activities related with WASH, Promote hygiene promotion, awareness sessions, Module development, Community mobilization etc and responsible for the coordination of BRAC intervention with all stakeholders involved in the Camp level. Ensure Staff & Beneficiaries Safeguarding, PSEA, Environmental concern during any activities and Avoid Plastic products in all respective areas or activities.
∎ Auto cad, Drawing and designing, sound knowledge and experience of Computer, Internet browsing, especially on Microsoft Office application, Software/other relevant applications.
∎ Supervise the implementation of the service improvements, including oversight of contractors and updating design drawing as per field requirements;
∎ Provide day to day strategic and technical guidance and support to the project team members to implement the repair and maintenance activities of WASH facilities
∎ Drawing, Designing and estimation of WASH facilities and related schemes for using the appropriate tools and methods.
∎ Develop project constriction plan & budget, implementation guideline and reports
∎ Take part in situational analysis of programme areas, field survey and collection of
∎ Baseline and design data;
∎ Assist and guide to team in any construction and installation activities at existing WASH facilities.
∎ Visit WASH facilities at regular basis and prepare weekly status report of these.
∎ Maintain linkage with related GO, NGO, civil society and other stakeholders
∎ Provide and ensure support for constriction standards as per project guideline and design
∎ Supervise the construction and Installation activities for ensuring quality WASH services.
∎ Provide required technical support to front line staff.
∎ Documents and provide technical support to the team in implementation
∎ Guide field team in procurement of goods and equipment's as per specification mentioned in the Project Proposal.
∎ Provide and ensure the support for constriction standards as per project guideline, drawing and design
∎ Maintain effective communication, coordination and collaboration with GoB/NGOs officials like RRRC Office, CiC, relevant government departments and local representative.
∎ Participate in different meeting, training workshop organized by GoB, UN agencies, NGOs and other stakeholders.
∎ Maintain the effective coordination and communication with BRAC
∎ Participate regular staff meetings (weekly, Monthly and need basis)
∎ Ensure good relations with BRAC and other relevant stakeholders in the project locations.
∎ Develop monitoring tools in line with drawing and design and ensure the quality and quantity
∎ Conduct survey, Post Distribution Monitoring and need assessment when required.
∎ Facilitate the staff's development initiative for process monitoring and quality assurance
∎ Represent the organization to key stakeholders and provide them with information about project objectives, risks, constraints and progress.
∎ Support the development and implementation of the organizational advocacy strategy in line with the goals and objectives of the project and the wider aims of the organization.
∎ Maintain gender-sensitive approach in all stages of programme implementation.
∎ Maintain programmatic sensitivity to cultural norms of Rohingya community.
∎ Ensure active consultation and engagement with beneficiary communities and community leaders.
∎ Follow up CFRM for all areas of programme activity.
∎ Integrate safeguarding measures throughout programme design.
∎ Any other task assigned by the Management

Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ Minimum 3-4 years experience in similar position
∎ Ability to exercise discretion and consistently apply professional judgment; maintain confidentiality and impartiality at all time
∎ Must have expertise on drawing and designing through Auto Cad and related methods.
∎ Sound knowledge of civil construction, supervision and quality assurance of wash block, toilet block and WASH related structures
∎ Demonstrated excellence in oral and written English
∎ Ability to communicate effectively, instilling trust and confidence
∎ Computer skills demonstrating competency of Microsoft office: Excel, Word and Power point
∎ Ability to work independently and to exercise independent judgment

Salary: Tk. 53000 - 53593 (Monthly)
