Job Context:
∎ ‘USAID’s Community Nutrition and Health Activity (CNHA)’ funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
∎ Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 331 upazilas under 54 districts of Bangladesh covering over 10 million poor and vulnerable people.
∎ As partnership with CARE Bangladesh, ESDO is implementing the USAID’s Community Nutrition and Health Activity (CNHA) at Rangpur, Kurigram, Gaibandha and Joypurhat District. ESDO is inviting applications from interested qualified candidates for the position.
∎ Supervisor`s Position: Project Manager
∎ CARE Bangladesh, a non-profit international development organization, is implementing a five-year-long project, "USAID’s Community Nutrition and Health Activity (CNHA)”. CARE, with its consortium partners icddr,b, mPower, Jhpiego, and Viscom, will implement this project both at national and sub-national levels, and [NGO Name] will work at the local level to execute the field activities under North West Zone (Rangpur) Cluster and in the selected upazilas (all unios) of Rangpur, Kurigram, Gaibandha and Joypurhat districts.
∎ Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.

Job Responsibilities:
∎ Eco-Social Development Organization (ESDO), as a local implementing partner of this activity, is hiring a Technical Officer - Training. Under the guidance of the Project Manager, the Technical Officer - Training will be responsible for the overall implementation of the capacity-building activities of the project in the respective region. S/he will ensure that all the capacity-building activities and training sessions are well coordinated and timely implemented to improve the capacity of government service providers, supervisors, volunteers, community groups, as well as the project team for delivering quality and equitable nutrition and health services. The Technical Officer - Training will coordinate with the implementation team in the development and implementation of project training plans, as well as achieving standards set for staff development, project impact, and monitoring and result measurement.
∎ Under the direct guidance of the Project Manager, the Technical Officer - Training will facilitate the assessment of activity training needs and interventions in reflecting activity implementation issues. The Technical Officer - Training will closely work with Project Officers, Union Facilitators, and other team members in ensuring sound planning, organizing, quality assurance, monitoring, and reporting related to training and other capacity-building activities at various levels.
∎ Responsibility # 01: Planning and implementation of training activities
∎ Support the project implementation team in taking responsibilities with adequate authority regarding training planning, implementation, monitoring, and management at the cluster, district, and sub-district levels.
∎ Plan and implement the project training under the guidance of the Project Manager and in consultation with the Manager – Training and Advocacy.
∎ Make sure that training implementation follows the project plans and coordinate support from the technical teams and consortium to make it operational.
∎ Ensure an Equitable, women-friendly, gender-sensitive environment in all the training activities.
∎ Responsibility # 02: Training administration and operations
∎ Ensure that training activities are implemented cost-effectively within the budget framework.
∎ Ensure all communication and other preparatory works (e.g., venue, food/refreshment, printing materials, attendance records, and other supplies) are available for each training course in time.
∎ Keep records of all administrative and financial documents and submit those to the appropriate office.
∎ Responsibility # 03: Effective Collaboration, Communication and Liaison with relevant stakeholders
∎ Liaison, coordinate, and nurture excellent relationships with government departments, the Core Team, resource persons, and the project team.
∎ Conduct mapping on training resources, including resource persons, venues, key contact points, etc.
∎ Keep effective communication and relationships with local training institutes/organizations, NGOs, and other development partners.
∎ Responsibility # 04: Ensure proper monitoring, quality control and reporting
∎ Ensure that the right content, materials, and methods are used in all the training.
∎ Ensure proper records and documentation of training evaluations.
∎ Collect, compile, and report on opinions, feedback, and suggestions on training sessions from the participants and facilitators.
∎ Prepare and share training reports for each event.
∎ Document and maintain the training database on the digital platform in a disaggregated way according to the MEL (Monitoring, Evaluation, and Learning) plan and DQA (Data Quality Assessments) standard.
∎ Responsibility # 05: Communication and information management
∎ Ensure all the training contents and materials follow CNHA's standard communication and branding strategy.
∎ Contribute and support new initiatives and approaches for training suggested by the project technical team.
∎ Ensure adoption of ICT (Information, Communication, Technology) tools and intervention for planning, monitoring, and reporting of training.
∎ Responsibility # 6 Safety, Security, and Safeguarding
∎ As part of this role, the job holder will be expected to adhere to and support Eco-Social Development Organization (ESDO) 's safety and security-related policies and systems as part of their day-to-day duties and comply, always, with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

∎ The Technical Officer is based in the Rangpur cluster office of CNHA, with approximately 80% of the time in the field.

Additional Requirements:
∎ Age at most 40 years
∎ Both males and females are allowed to apply
∎ Minimum 5 years of experience in M&E/MIS, preferably in USAID’s Funded Projects.
∎ Have experience and training related to government Health MIS, DHIS2, e-MIS, LMIS, etc.
∎ Knowledge of participatory approach, institutional assessment, and quantitative and qualitative techniques for various assessments and analyses.
∎ Excellent in computer literacy, especially in MS Excel, MS Access, SPSS, and experience with email communication
∎ Ability to manage M&E database, including template design, data entry, cleaning, and logical checks of monitoring data.
∎ Experience in ODK/ONA/KOBO/other web-based platforms is preferred.
∎ Commitment to continuous learning, professional development, and teamwork
∎ Good understanding of and commitment to promote Gender, Equity, and Diversity Inclusion (GEDI) related concepts, ideas, and best practices

Salary: Tk. 40000 (Monthly)
