∎ icddr,b invites applications from suitable candidates for the position of Technical Advisor, MDR TB, USAID`s Alliance for Combating TB in Bangladesh with Programme for Emerging Infections under the Infectious Diseases Division. The appointment will be made on Fixed Term basis for 1 year which is renewable depending on performance and availability of funds.
∎ Position description :
∎ The USAID`s Alliance for Combating TB in Bangladesh (ACTB) project will develop a dynamic, strategic, and fresh approach to accelerate Bangladesh`s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas - increased TB detection, decentralized DR-TB management, child TB, expanded prevention and others.
∎ The Technical Advisor, MDR TB, reporting to the Chief of Party will be responsible for taking the lead in design, development and implementation of programmatic elements relevant to MDR TB. The position will be responsible for leading the MDR TB component of the program to provide technical leadership, oversight and strategic direction for strengthening PMDT services in the project area. This position will work in close collaboration with NTP and implementing partners on capacity building efforts for patient-centered PMDT services, including the engagement of TB patients and civil society in all aspects of TB programing and monitoring. The position holder will oversee implementing the planned PMDT activities of the ACTB project in collaboration other technical advisors and the National Tuberculosis Program (NTP) and implementing partners. The Technical Advisor, MDR TB will represent ACTB in PMDT at national and subnational technical meetings and must build good rapport with partners and stakeholders. S/he will be accountable for ensuring highest level of compliance with award conditions, organizational policies and procedures, and acceptable standards.

Job Responsibilities:
∎ Strategic and Technical Leadership:
∎ Provide technical assistance to identify policy, technical and programmatic gaps in MDR-TB diagnosis and treatment and Infection Control;
∎ Provide technical assistance in developing systems, tools, job aids, IEC materials as required for improving diagnosis and treatment of TB/MDR-TB, infection prevention, monitoring and supervision;
∎ Provide technical assistance and support to the NTP and sub-recipient NGO partners in planning and implementing PMDT activities as required.
∎ Strategy Development & Project Implementation:
∎ Work closely with the National TB Control Program (NTP), WHO, NGO partners and other stakeholders in identifying program priorities, developing strategies and coordinating implementation of PMDT activities across all the consortium partners;
∎ Work in teams to develop ACTB annual work plan;
∎ Identify and incorporate appropriate MDR-TB and OR related actions in work plan consistent with project objectives and aligned with national program needs;
∎ Monitor implementation of planned activities through periodic consultations, monthly progress review meetings, reports review, and field trips;
∎ Provide written feedback for improving performance;
∎ Monitor project deliverables and timeliness, notify Chief of Party and Head Technical Team when issues arise, and take corrective actions, as needed.
∎ Partner Management:
∎ Negotiate and coordinate with NTP, GF and implementing partner NGOs on the identification of PMDT needs and project technical assistance needs, development of scope of work and execution of technical assistance;
∎ Provide technical assistance and support to the NTP and sub-recipient NGO partners in planning and implementing PMDT activities as required;
∎ Cooperate and support NTP and NGO partners in planning and implementing MDR-TB activities as required.
∎ Capacity Development:
∎ Cooperate NTP and other collaborating partners in developing training strategies and materials, and facilitate planning and conducting TOT and training of health care staff;
∎ Participate in workshops, seminars, task force and expert committees to identify policy, technical and programmatic gaps in MDR-TB diagnosis and treatment;
∎ Participate in discussion with NTP, NGO partners, USAID and other stakeholders to identify research needs and priorities and develop concept papers as needed;
∎ Organize, lead and facilitate project-related meetings, including the creation of agendas and preparation of materials.

Additional Requirements:
∎ Minimum 6 years of experience in public health programs; Preference will be given to the candidates with:
∎ progressive, focused experience in the management, design, execution, and monitoring of PMDT services;
∎ Demonstrated strong understanding of health-seeking behavior and patient support needs;
∎ Experience and demonstrated success in engaging and building capacity of health providers to deliver patient-centered PMDT services and involving patients or key affected population and civil society in project design and execution;
∎ Experience in working with health providers, institutions and organizations to build capacity, especially civil society/support groups;
∎ Demonstrated experience in developing and implementing effective communication and community engagement programs, efficiently managing sub recipients, and conducting related evaluations.

Salary:
∎ Annual Tk. 21,20,860/- inclusive of house rent and conveyance allowances and other admissible benefits.

Compensation & Other Benefits:
∎ 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
