Job Context:
∎ For the team of our `Supporting Host and Rohingya Communities in Bangladesh` (SHRCB), we seek applications for the position of "Technical Advisor- Data Management"
∎ Job Location: Cox`s Bazar with visits to Teknaf and Ukhya
∎ Contract Duration: 1 year (possibility of extension subject to availability of funds)
∎ Possible Contract Starting Date: March 2020
∎ Band: 4T
∎ Project Background:
∎ As part of German Technical Cooperation, a project entitled `Supporting Host and Rohingya Communities` (SHRC) has started in 2019. The project aims to contribute to peaceful co-existence and conflict resolution between host communities and displaced Rohingya and to the efforts of the Bangladesh Governments to improve living conditions of the affected host communities. To achieve its goal, the project will cooperate with various governmental and non-governmental partners, as well as with local authorities at the center of the Rohingya community crisis in Cox`s Bazar/Bangladesh. The implementing partner is the Ministry of Disaster Management and Relief (MoDMR).

Job Responsibilities:
∎ The Technical Advisor- Data Management will cover the below areas of responsibility.
∎ A. Responsibilities:
∎ The position holder is responsible for the below tasks:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ B. Tasks:
∎ Technical supervision of the data management component
∎ Support the project management to set up and maintain a comprehensive M&E system, incl. a M&E data management system
∎ Coordinate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts
∎ Supports in setting-up a monitoring and evaluation plan, based on the project document log frames and indicators, including a detailed calendar of M&E activities and ensure maintenance
∎ Technical supervision of the performance of the data analysts
∎ Schedules and attends meetings with implementing partners (M&E staff) in order to ensure data collection process
∎ Responsible for designing data transfer and communication processes (online data transfer, weekly data reports)
∎ Coordination of the preparation of all project related reporting. Guide staff and implementing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission
∎ Ensures together with the programme team the organization and implementation of the M&E plan
∎ Guides M&E staff to prepare field monitoring reports and supports them to disseminate feedbacks
∎ Develop further monitoring and evaluation plan
∎ Supervising and implementing a M&E data management system
∎ Development of the system and ensure the technical supervision of support staff and consultants
∎ Oversee the integration of data gathered by all users of the system into a big data base for the purpose of generating overall evaluations, payrolls and cross-checking data of implementation partners.
∎ Inform the head of the unit about the performance of the system.
∎ Responsible for the liaison with implementation partners in terms of data management.
∎ Cleaning, sorting, categorizing and organizing data.
∎ Applying statistical methodology to data, conveying complex information via figures and charts.
∎ Identify sources of data, collection methods, in coordination with the M&E Advisor and the program department.
∎ Development of additional functions for the monitoring system
∎ Advising the project on and developing additional features, based on the needs of the program/units
∎ Installation and adjustment of the monitoring system for other GIZ programmes (and third parties)
∎ support in and adjustment of the system
∎ adapting and implementing the system to their needs
∎ Responsible for setting-up the server, network installation and configuration needed to install the monitoring system
∎ Responsibility for testing additional functions and adjustments
∎ Testing of the system being launched.
∎ provides recommendations for improvement and will facilitate the implementation of those recommendations.
∎ Responsibility of troubleshooting in terms of server and network issues
∎ Main contact for maintenance and troubleshooting of the system and in terms of server and network issues in order to keep monitoring system running online

Additional Requirements:
∎ Professional experience:
∎ 3-5 years in relevant occupational experience
∎ Previous job experience in GIZ will be an asset
∎ Other knowledge, additional competences:
∎ Ability to work well under pressure and must be a strong team player
∎ Must have good interpersonal and communication skills
∎ Fluency in English is essential
∎ Knowledge of German Language is an asset
∎ Ability to work in an intercultural environment
