Job Context:
∎ Position Title : Team Leader (CP) Protection

∎ Contract duration: Total project duration - 24 Months but initially Up to 31st Aug 2021 after successful completed provision period of 1st 03 Months, full-time position (with possibility of contract extension)

Our main areas of work include Women`s Leadership development & empowerment, Child protection, Gender/VAWG, Social & Environmental compliance in the RMG Industries, Life-skills education and humanitarian response & DRR in emergency situations as well as Rohingya refugee crisis (General distribution, Food security & livelihoods, Shelter/NFI development, WASH, Health, Hygiene & Nutrition, Protection (GBV, SRHR, MHPSS), Child Protection, Education, Site development, Energy & Environment sectors) etc.

∎ Operational/Context Role :

∎ AGRAJATTRA is looking for an experience, competent and dedicated Team Leader (CP) Protection for the project titled Raksa : Ensure safe and dignified access to life-saving integrated services to the Rohingya population and host communities in Cox`s Bazar district, Bangladesh. GOAL: To enhance the safety and dignity of Rohingya refugees and host communities in Bangladesh through integrated, multi-sectorial humanitarian assistance. The project is funded by PRM (USAID) through TDH. The project components are Objective: To increase access to quality protection services, strengthening case management and referral processes, based on community empowerment mechanism.

∎ The project will be implemented at Rohingya Refugee camps 26, 27 Under Teknaf Upazila, Cox`s Bazar. The Team Leader (CP) Protection will be responsible for overall project cycle management and operation of project activities according to plan of action. The Child Protection Team Leader`s primary function is to ensure quality implementation of the Child protection team thematic area in synergy with the larger protection and gender-based violence components which constitute the overall AGRAJATTRA programme in Cox`s Bazar. He/She is responsible to oversee a team of child protection outreach officer at the area level. The CP Team Leader is also responsible for representing AGRAJATTRA in any relevant field based thematic meetings with stakeholders and otherwise as needed as well. In addition, He/She will be responsible for complying with donors and internal AGRAJATTRA reporting and accountability policy and procedures. He/she is also tasked with providing technical assistance and guidance to mainstream protection across all the community-based mechanisms in camps where CP. The Team Leader (CP) Protection will responsible for - Planning, implementation, monitoring, supervision, coordination, documentation, IEC material development on Child Protection aspects and reporting regular basis as per donor requirement and Sector requirement at Cox`s Bazar. The Team Leader (CP) Protection pays 50% physical visits to the project activities in the field.




Job Responsibilities:
∎ All duties and responsibilities below may be modified, reaffirmed and/or re prioritized as per the operational needs.
∎ A) Project development, Program Planning, Implementation, Management and reporting:
∎ Responsible for the project direction and management, and to deliver timely and quality deliverables and services related to Child Protection, quality protection services, strengthening case management and referral processes, based on community empowerment mechanism.
∎ Project cycle management and preparation details plan of action for implementation, procurement, monitoring, documentation and reporting and inform in writing of significant incidences or changes related to planned activities.
∎ Develop a project work plan, monitor and keep all project staff aligned to its implementation (based on knowledge and understanding of project activities, outputs, targets and timelines)
∎ Guide and supervise the project team for coordinating and liaison with communities, local leaders, government officials and sector leading actors of Child Protection sector of Rohingya and host community at Cox's Bazar.
∎ Develop all guidelines and ruling measures in observance of existing Child Protection protocols, tools and procedures necessary to the project.
∎ Supervise implementing activities are aligned with the values of participation, gender-equality and Do No Harm.
∎ Ensure the project accountability with regular feedback from beneficiaries through a user-friendly reporting mechanism.
∎ Supervise and follow-up the performance of project team in the light of quantitative and qualitative progresses of planned activities under the project.
∎ Support/assist Psychologist, Case Managers and Admin and Finance Officer to perform their roles and responsibilities through close supervision, mentoring, coaching and directing as well, ensuring both staff in camp and host community are using a survivor-empowerment approach, similar activities implementation.
∎ Plan and coordinate periodic monitoring and observation visits to observe and facilitate the project activities.
∎ Coordinate Needs Assessment for the Rak?a : Ensure safe and dignified access to life-saving integrated services to the Rohingya population and host communities in Cox's Bazar district, Bangladesh. Project and the preparation of reports.
∎ Follow AGRAJATTRA and Donor guidelines, policies and procedures and ensure that all applicable organizational policies have been properly applied by project staff.
∎ Improved Deeply Relations with Protection, Child Protection and others relevant sectors like GiHA, Gender Hub etc and coordinate with local administrations (UNO, CiC) of Cox's Bazar.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Support the protection assessment and ongoing risks analysis in order to design adequate responses.
∎ Under the supervision of the Program Director / Child Protection manager (TdH), ensure that all the CP protection approaches and tools are developed in synergy with the overall AGRAJATTRA's national based protection initiatives.
∎ Make sure that all the protection projects adhere to the highest CP standards and principles as well as AGRAJATTRA guidelines and accountability standards.
∎ Contribute to the development of advocacy points based on assessment of situation and risks related to children.
∎ Oversee the daily quality implementation, monitoring and evaluation of Child protected- related projects and interventions.
∎ Assist in organizing and delivering protection trainings and promoting the refugee laws on the rights of children.
∎ Support innovative problem solving and strategy development to address complex issues relating to the safety and wellbeing of children and their families.
∎ Work closely with the other programme components to maximize programme output and impact.
∎ Under the supervision of the Program Director/Child Protection manager, contribute to the writing of concept papers and proposal development on the CP thematic areas of protection. Also identify CP gaps and vulnerabilities with a view to generating ideas for future projects with strong impact for the beneficiaries.
∎ B. Staff development, Training, Meeting, Session Facilitation and Management :
∎ Provision of technical support to staff members in linking AGRAJATTRA Cox's CP prevention and response to relevant protection standards, best practices and policy documents ensuring a rights-based approach programme framework.
∎ Assess and ensure the capacity building of project staff to implement the strategy through training and orientation.
∎ Develop and engage regular capacity building on the job assessment, coaching, mentoring, and monitoring of project staff activities.
∎ Provide technical leadership/weekly group and individual supervision to the Child Protection Outreach activities. Ensure all CBCPC's Adolescents club & Children club and progressing well and in line with UN and AGRAJATTRA standard tools.
∎ Develop staff performance measurement and targets and appraise them based on the set targets.
∎ Provision of technical support to staff members in linking AGRAJATTRA Child Protection issues that are observed in the field, to relevant protection standards, best practices and policy documents ensuring a rights-based approach programme framework.
∎ Lead to develop training module and guideline for capacity building of Child, Adolescent, Youth Groups members and Community Protection Group members.
∎ Organizing different trainings under the project and facilitation diverse training as per action plan.
∎ Contribute to generate training report in the lights of qualitative and quantitative aspects
∎ C. Coordination, Representation and Networking :
∎ Develop relationships with a range of key stakeholders including donors, Local Government and other stakeholders on this specific thematic area.
∎ Representation of AGRAJATTRA and active participation in the local working groups lead by ISCG including Case Management Technical Working Group, CPSS, CIC meetings and any other meetings as requested or required.
∎ Close co-ordination with different UN org like UNHCR, UNICEF and other UN agencies and national/international NGOs and others Stakeholders, including referrals, protection gap analysis, and advocacy.
∎ Represent AGRAJATTRA Child Protection in Camp and Host Community.
∎ Responsible for co-ordination and liaising between Agrajattra and partners/other agencies/local government/local communities/displaced community, as regards to Agrajattra's Rak?a : Ensure safe and dignified access to life-saving integrated services to the Rohingya population and host communities in Cox's Bazar district, Bangladesh project".
∎ D. Monitoring, Documentation and Report Generation:
∎ Follow-up and Monitor day-to-day activities of project team to ensure perform the tasks in time with quality standards
∎ In collaboration with the Child Protection manager proactively contribute to quality and timely monthly, quarterly and annual reports.
∎ In collaboration with the other CP Team Leaders proactively contribute to quality and timely monthly, quarterly and annual reports.
∎ Contribute to develop the M&E system, M&E plan and Necessary tools and methods.
∎ Ensure real-time monitoring approach in the project and updated the information when and where it is required.
∎ Lead to ensure documentation of all best practices and learning in the project that has to be replicated in the community and others organization.
∎ Monthly/Qualitative (Narrative) and Quantitative Report generation for donors, relevant sector and GOs for the period of monthly basis, quarterly basis, six-monthly basis and annually.
∎ E. Effective communication and coordination (Internal and external)
∎ Coordination and collaboration with UNO office, Union Parishad, CIC, donors, local political leaders, Intellectual civil society members and different like minded NGOs and stakeholders both Host and Rohingya camp.
∎ Liaison with the admin, finance and monitoring unit for ensuring logistic and necessary inputs to smoothly implementation the project activities in the field.
∎ Develop networking and rapport building with GOs, NGOs and Private sector actors for achieving project goal and objectives as per planned schedule.
∎ Participate different coordination meetings organized by GOs, INGOs and different relevel Sectors team and contribute improvement.
∎ Coordinate with local political leaders, civil society members and Govt. high potential officer towards smooth operation of project activities in the field.
∎ Internal coordination with top and down management level for smoothly functional of project activities.
∎ Prepare and lead all steering committee meetings with TdH as per planning and ensure minutes are taken and follow up are documented with actions taken.
∎ F. Support management team to:
∎ Follow up all AGRAJATTRA Procedures for Security, Finance, Logistics, HR and Administration.
∎ Uphold AGRAJATTRA code of conduct.
∎ Any other tasks as may be assigned from Manager or AGRAJATTRA management.
∎ G. Budget Analysis and Financial Management & Logistics:
∎ Budget plan, review, analysis and checking the burn rate and take necessary measures for achieving targeted expenditure or control the under or over spent and per activity and budget line;
∎ To ensure the monitoring of cost related to value for money;
∎ To ensure and follow-up the finance officer that all books of accounts are maintain according International Accounting System;
∎ To ensure and assist that financial report or financial statement is prepared according to donors suggested template and in time.
∎ Support the Protection and Child Protection manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
∎ Plan and coordinate proactively logistics and movements of staff from and to different zones
∎ H. Additional Requirements:

∎ Minimum of 10 years' experience working with vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs.
∎ Experience in protection interventions in line with Refugees operation.

∎ Computer skills (Microsoft, Word, Excel, PowerPoint).
