Education:

• Bachelor's degree in Statistics, Development Studies, Economics, Sociology, Social Sciences, Information Management, Public Administration, Monitoring and Evaluation, or a related discipline from a recognized university; a Master's in the same fields will be given preference.

• Candidates with specialized training in Monitoring and Evaluation (M&E), MEAL (i:e: MEAL DPro), Data Management, Research Methods, MIS, Information Management, or Applied Statistics will be given preference.

• Additional training in SPSS, Stata, Power BI, Kobo, ODK, DHIS2, Excel Analytics, Data Visualization, or Information Management Systems will be considered an advantage.

Experience Requirements

• Minimum 4 to 6 years of professional experience in monitoring, evaluation, documentation, information management, research, or programme reporting, preferably within NGO, INGO, or donor-funded project environments.

• Demonstrated experience in field monitoring, structured observation, quality verification, and reporting monitoring findings to programme decision-makers.

• Demonstrated experience in data collection, cleaning, database maintenance, and reporting for education, TVET, youth development, skills development, or humanitarian programmes.

• Experience using Kobo, ODK, Excel, and other digital data collection and analysis tools in field settings.

• Experience supporting Data Quality Assurance, spot checks, surveys, and evaluations in a donor-funded project.

• Experience working with UNICEF, UN agencies, INGOs, or donor-funded programmes will be highly preferred.

• Experience working in the Cox's Bazar Rohingya humanitarian response is an advantage.

Additional Requirements

• Age at most 40 years.

• Strong analytical, data management, and report writing skills in English and Bangla.

• Excellent knowledge of monitoring systems, data collection methods, and quality verification practices.

• Proficiency in Microsoft Excel (advanced), PowerPoint, and Word, and working knowledge of data collection tools such as Kobo or ODK.

• Strong organizational, communication, coordination, and observation skills.

• Ability to conduct field monitoring visits independently, exercise sound judgement, and find document objectively.

• Ability to manage multiple assignments and meet reporting deadlines.

Responsibilities & Context:

Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a people` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 422 upazilas under 56 districts of Bangladesh covering over 10 million poor and vulnerable people.

ESDO is going to implement a UNICEF-supported project titled “Provide quality, inclusive skills development and Myanmar Curriculum STEM education for adolescent learners aged 15-18, and portable skills training for education volunteers in Cox's Bazar” in Rohingya camps of Ukhia, Cox’s Bazar. The project aims to improve access to quality foundational literacy numeracy (FLN), trade skills, employability skills, leadership skills, entrepreneurship training, STEM Education and portable skills opportunities for Rohingya adolescents and youth through multi-Purpose Centers (MPCs), Science & IT Labs, and SKILFO-based portable skills interventions.

The Skills Development Monitoring and Data Associate carries the operational responsibility for collecting, compiling, verifying, and reporting Skills Development data from every multi-purpose centre, and for serving as the field-level monitoring presence of the information management function. Through structured and unannounced monitoring visits across the multi-purpose centres, the position verifies programme delivery quality, instructor and learner attendance, learning environment conditions, and adherence to project standards, and reports observations to the Information Management Manager so that quality issues are surfaced and addressed. The position is deliberately focused on Skills Development monitoring and data.

The Skills Development Monitoring and Data Associate will work under the direct supervision of the Information Management Manager and coordinate closely with the Skills Development Field Officer, Skills Development Field Assistants, Adolescent Officer, Market Linkage and Business Development Officer, Trade Experts, Inclusion Associate, and the wider field team.

Job Responsibilities

A. Field Monitoring Visits and Programme Delivery Quality Verification

• Conduct structured and unannounced monitoring visits to multi-purpose centres across the project catchment area to verify programme delivery quality, learning environment, instructor and learner attendance, adherence to timetables, and application of agreed pedagogical standards.

• Observe classroom, workshop, and practical sessions during monitoring visits and capture evidence of what is being delivered, how it is being delivered, and whether it matches what has been reported.

• Report monitoring findings, quality concerns, and any deviations from project standards to the Information Management Manager in a timely manner so that programme colleagues can act on them, and maintain a documented follow-up trail on corrective actions.

B. Skills Development Data Collection, Compilation, and Database Maintenance

• Collect, compile, and clean Skills Development data from the multi-purpose centres and field teams, including learner enrolment, attendance, assessment scores, graduation records, internship and apprenticeship placement, and post-graduation outcomes.

• Maintain project databases, trackers, and monitoring tools for Skills Development in line with the systems and standards set by the Information Management Manager.

• Support digital data collection through Kobo, ODK, or equivalent tools as configured by the Information Management Manager, and ensure timely data entry from field to database

C. Data Quality Assurance and Verification

• Verify field-level data against source records (attendance registers, assessment sheets, enrolment forms, learner files) during monitoring visits, and flag discrepancies to the Information Management Manager.

• Support the Data Quality Assurance mechanisms established by the Information Management Manager through routine cross-checks, consistency reviews, and follow-up on data corrections.

• Ensure data disaggregation by sex, age, and disability is applied correctly at the point of collection and entry.

D. Reporting and Documentation Support

• Support the Information Management Manager in preparing monthly, quarterly, and annual Skills Development performance data for internal reporting, donor reporting, and management reviews.

• Prepare data summaries, monitor visit reports, and progress tables that translate field observations and database records into usable information for programme decision-making.

• Contribute Skills Development data inputs to the Quarterly Progress Report, Programme Monitoring Reports, and other periodic reports prepared under the direction of the Information Management Manager.

E. Assessments, Surveys, and Evaluation Support

• Support baseline assessments, mid-line and end-line assessments, learner surveys, tracer studies, and evaluations for the Skills Development component, including data collection, enumerator support, and data compilation.

• Participate in market assessments, employer feedback exercises, and learner feedback rounds under the direction of the Information Management Manager and Market Linkage and Business Development Officer.

• Assist in data collection and analysis for programme evaluations, research activities, and learning reviews.

F. Coordination with Field Teams and Volunteers

• Coordinate with the Skills Development Field Officer, Field Assistants, Trade Experts, and volunteer instructors on monitoring visit schedules, data collection requirements, and reporting timelines.

• Provide orientation and refresher briefing to field staff, instructors, and volunteers on data collection tools, monitoring formats, and reporting standards under the guidance of the Information Management Manager.

• Coordinate closely with the Adolescent Officer, Market Linkage and Business Development Officer, and Inclusion Associate on data flows relevant to Adolescent Action Groups, IGA outcomes, and inclusion-related data.

G. Safeguarding, Accountability, and Other Responsibilities

• Uphold PSEA, Child Safeguarding, AAP, ESRM, and anti-fraud standards during every monitoring visit and data-handling activity, and escalate any concern observed in the field immediately to the Information Management Manager and, where relevant, to the PSEA, CSG and AAP Officer.

• Maintain strict confidentiality of learner, volunteer, and community feedback data, and follow the data protection standards set by the Information Management Manager.

• Support internal audits, UNICEF spot checks, HACT assurance activities, Third-Party Monitoring visits, and donor missions with accurate field-level data and monitoring evidence.

• Perform any other duties assigned by the Information Management Manager or the Skills Development Technical Lead in the interest of the project.
