AGRAJATTRA`s vision is a fair society where peace, social justice, good governance and gender equity will remain. Our main areas of work include Child protection, prevention of violence against women and girls, women`s empowerment, life-skills education, and humanitarian response & DRR in emergency situations as well as the Rohingya crisis (Food security & livelihoods, Shelter development, WASH, Health and hygiene, Protection, Education), etc.

∎ HRF brief :
∎ Human Relief Foundation is a charity set up by the United Kingdom in 1991. For over two decades Human Relief Foundation has been instrumental in saving lives & relieving suffering in some of the poorest regions of the world. HRF responds to the emergency situations by providing aid to the damaged areas in different parts of the world, and it tries to reduce the major losses caused by these disasters. HRF has been implementing a Multi Sector Assistance for Displaced Rohingya Refuges and Host Community Populations in Bangladesh for the Rohingya Community and Host communities in Cox`s Bazar Bangladesh. The project will be implemented through local partners who have relevant experience and expertise.

∎ PROJECT BRIEF :
∎ More than 12 hundred thousand Rohingya peoples are living in 34 Mega camps at Ukiya & Technaf, Cox`sBazar. Rohingya people are very much afraid about Heavy rain fall and hills collapsed. Rohingya families and individuals reside in extremely congested shelters-in areas that are highly vulnerable to Cyclone, Flash flooding, landslides, mudslide and other weather-related hazards. Urgent action is needed to mitigate the grave risks they face and increase response capacity.

∎ Job title : Project Manager/Site Engineer (CIVIL).

∎ Location : Rohingya Refugee Camps & Host Community of Coxsbazar dist.

∎ Duration : 06 Months (Dec 2021 - May 2022)

∎ AGRAJATTRA is looking for an experienced, competent and dedicated Project Manager cum Site Engineer who will be responsible for implementing an Integrated Humanitarian Assistance (IHA) project (Shelter - MTS), Wash, NFI) for Rohingya and Host Populations in Cox`s Bazar. The Project is funded by Human Relief Foundation.

∎ About you : To be successful in this role we expect you to be flexible and proactive in engaging with existing and potential programming especially SHELTER, NFI WASH related integrated project in Rohingya_refugee_camps and Host_community of CXB in a changing operational context.

∎ The Project Manager/Site Engineer will be responsible for implementation on Integrated Humanitarian Assistance (IHA) for Rohingya and Host Populations in Cox`s Bazar.

Job Responsibilities:
∎ Job description/Responsibilities :

∎ Planning and Leadership:

∎ • Understanding the drawing, Designing and estimation of shelters, WASH, NFI and related schemes for using the appropriate tools and methods both for Host and Rohingya
∎ • Develop project constriction plan & budget, implementation guideline and reports
∎ • Ensure all constriction activities within the time line
∎ • Provide day to day strategic and technical guidance and support to the project team members to implement the standard shelters and facilitated the process monitoring
∎ • Assist to team in Construction and Installation activities
∎ • Maintain linkage with related GO, NGO, civil society and other stakeholders
∎ • Provide and ensure support for constriction standards as per project guideline and design
∎ Project Management
∎ • Ensured all deliverables (WASH, Shelters, NFI) of the project on timely with quality and quantity
∎ • Provide and ensure the support for construction standards as per project guideline, drawing and design
∎ • Guide field team in procurement of goods and equipment's as per specification mentioned in the Project Proposal.
∎ • Supervise the construction and Installation activities for ensuring quality shelter/schemes.
∎ • Provide required technical support to front line staff.
∎ • Documents and provide technical support to the team in implementation.

∎ Coordination, Collaboration and Networking :

∎ • Maintain effective communication, coordination and collaboration with GoB/NGOs officials like RRRC Office,CiC, Site management, DC/UNO office, relevant government departments (Under Ministry of MoDR, MoSW and DSS etc.) and local representative.
∎ • Participate in different meeting, training workshop organized by GoB, UN agencies, NGOs and other stakeholders.
∎ • Maintain the effective coordination and communication with HRF
∎ • Participate regular staff meetings (weekly, Monthly and need base
∎ • Ensure good relations with HRF- Bangladesh and other relevant stakeholders in the project locations.
∎ Monitoring and Supervision:
∎ • Develop monitoring tolls in line with drawing and design and ensure the quality and quantity
∎ • Conduct survey, Post Distribution Monitoring and need assessment of shelter activities with targeted areas.
∎ • Guide field team in procurement of goods and equipment's as per specification mentioned in the Project Proposal.
∎ • Facilitate the staffs development initiative for process monitoring and quality assurance.

∎ Accountability and Safeguarding :

∎ • Represent the organization to key stakeholders and provide them with information about project objectives, risks, constraints and progress.
∎ • Support the development and implementation of the organizational advocacy strategy in line with the goals and objectives of the project and the wider aims of the organization.
∎ • Maintain gender-sensitive approach in all stages of programme implementation.
∎ • Maintain programmatic sensitivity to cultural norms of Rohingya and Host society.
∎ • Ensure active consultation and engagement with beneficiary communities and community leaders.
∎ • Create CRM for all areas of programme activity.
∎ • Integrate protection safeguarding measures throughout programme design.
∎ • Any other task assigned by the Management



Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ • At least 4 years experience in the development field along with experience in the relevant field.
∎ • Preferably working experiences in Rohingya response areas
∎ • Sound knowledge of civil construction, supervision and quality assurance of shelters, WASH, NFI and related schemes
∎ • Excellent planning, analytical, organizational and decision making skills
∎ • Good working relationships with colleagues, partners, external actors and allies
∎ • Excellent communication skills including a high level of written and spoken English
∎ • Conversant in common IT applications (MS word, MS power point, internet browsing & e-mail communications)
∎ • Ability to prioritize tasks, work under pressure and meet deadlines


∎ • Fully comply with Agrajattra Code of Conduct and ensure Child Safeguarding Policy is upheld at all times
∎ • Ensure adherence to Agrajattra standards and quality requirements in all the project activities.
∎ • Accept other responsibilities as assigned by the Line Manager


∎ Job Requirements

∎ • Abel to prepare BOQ, Understand design, cost estimate and work schedule of small scale infrastructures.
∎ • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
∎ • Basic Knowledge in AutoCAD, MS Word Package and other computer packages.
∎ • Candidates from local/Host community will be given priority
∎ • Candidates with experience of working in Rohingya camps will be given priority.

Salary: Tk. 60000 - 65000 (Monthly)
