Job Responsibilities:
∎ Primary Responsibilities:
∎ Shelter and Settlement Officer will plan, implement, monitor and report of all the project activities considering the local culture and context of Chittagong Hill Tracts under the supervision of Upazila Manager. S/he will provide orientation, trainings, supervision of shelter and other community infrastructure works as part of Cash for Work (CFW) activities considering local culture and availability of local materials. Tasks will be completed based on a feasible work plan and completed in high quality and timely manner. Shelter and Settlement Officer will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to the project participants.
∎ Shelter and Settlement Officer will be key person at the Upazila level of shelter and settlement activities and will work closely with Caritas Bangladesh (CB) Manager (Shelter) for all technical guidance for ensuring quality of the project.
∎ Job Responsibilities:
∎ S/he will plan, design and implement the activities considering the local culture and context of Chittagong Hill Tracts under the direct supervision of Upazila Manager and technical guidance from CB Manager( Shelter) in field level;
∎ Prepare community led technical designs and cost estimations of proposed schemes, so that the Shelter intervention should be Community led, resilient with Build Back Safer techniques that the community can adopt and replicate after the project.
∎ Lead implementation of Shelter and cash for work program according to proposals, budgets and plans Upazila/Union level as per the Program Implementation Guidelines.
∎ Providing adequate technical interventions and services to support operational needs.
∎ Coordinate, manage and support the shelter and settlements team in Bandarban/ Lama Upazila in a timely, cost-effective, inter-sectorial manner.
∎ Involve, orient and/or train communities and community leaders about the activities at site.
∎ Provide necessary orientation and training to Shelter and infrastructure project personnel required for Shelter repair/re-construction/upgradation and CFW activates.
∎ Provide specific technical analysis and feedback to Caritas Bangladesh representatives in coordination forums.
∎ Coordination is referred : "Coordinate, manage and support the shelter and settlements team in Lama Upazila in a timely, cost-effective, inter-sectorial manner.''
∎ Ensure supportive supervisions and guidance to the staff members for quality and timely completion of project activities.
∎ Nurture team environment and cooperative attitudes among project personnel and project stakeholders.
∎ Train and develop the team to Identify local masons and carpenters from the working area and ensure HHs level session on shelter and settlement conducted by COs
∎ Maintain a gender-equitable, women-friendly, sensitive work environment in the field offices.
∎ Regularly monitor and supervise repair/ re-construct/ upgradation works of shelters, CfWs and other DRR works related to the project.
∎ Follow up, inspect, and ensure project materials are delivered in the field in a timely manner.
∎ Ensure support Project Implementation Officer (PIO) for CfW activities of the project
∎ Monitor activities that are implemented by the local community for quality assurance/control and completion on time.
∎ Prepare regular progress reports, including financial reports to line manager with identification of challenges and solutions in undertaking the required tasks and the Shelter and CFW activities under the project, with the guidance of the respected Authority.
∎ S/he will be working closely with CB Manager-Shelter for technical guidance and ensure on-time implementation of the project activities; and,
∎ In coordination with Manager-Shelter, identify the opportunities and challenges to support communities to build community resilience.
∎ Work closely with DRR Officers and support identifying vulnerable HHs for shelter support.
∎ Provide regular update to the Upazila Manager and CB Manager - Shelter in a regular basis
∎ Perform any other duties as assigned by his/her supervisor within the scope of general responsibilities.
∎ Strictly follow a schedule for shelter and settlement/ CfW activities.

Additional Requirements:
∎ At least 5 years proven experience in construction of shelters and Cash For work /or repair/construction of public infrastructure INGOs/NGOs
∎ Working experience with Disaster Risk Reduction (DRR) field in National and international organization will get priority
∎ The candidates from CHT and local language will also get priority in the selection process
∎ Field experience in Chittagong Hill area will be considered as an added qualification/experience.
∎ Experience in participatory action planning and community engagement
∎ Verbal as well as written communication skills in Bengali and English
∎ Proficiency in computer applications software e. g MS office, internet, and Auto CAD-2d, CAD-3d and sketch up
∎ Core Competencies: Programme management, report writing, Environmental sustainability, Safety and security, Collaboration and teamwork, Conflict management, Communication, Cultural awareness, Judgement and decision making, Motivation, Personal resilience and Integrity.
∎ Personal Skills: Observation, active listening and analysis skills with ability to make sound judgement.

∎ Having valid driving license and able to drive motorcycle for long distances.

Salary:
∎ 50,000.00 (Fifty thousand) per month and other admissible benefit as per organization policy.
