Job Context:
∎ Reportable to: Shelter Officer of Sokkhomota II Project
∎ Job Location: Lama Upazila
∎ Nature of job: Temporary
∎ Job length: initially for 6 months though there is a possibility to extend another few months based project requirement
∎ The Field Engineer will be based at Upazila level and support in all aspects implementation of risk reduction (DRR) measures for DRR/(Cash for Work) CFW/Shelter. S/he will be responsible for implementation both CfW schemes and Shelter repairing at field level in accordance with the design, specification and plan ensuring desired quality, monitoring, technical assessment, follow up. S/he will provide technical support to the mason/carpenter groups, Core team, Household and CFW labors during implementation of the schemes to ensuring the quality of works. S/he is responsible to Implementing Partners (IPs) Shelter Office in close coordination with Upazila manager and/Shelter Manager to implement high quality program activities approved in the project. S/he will capacitate the community organizer to undertake CfW and Shelter related activities as per the Detailed Implementation Plan (DIP). Follow up monitoring of community mobilization, beneficiary selection, and registration process in a timely, transparently, anticipatorily, and dignified manner according to program guidelines and Caritas Bangladesh policies and code of conduct. Verify technical specifications; establish accountability and feedback mechanism; rehabilitate selected projects

Job Responsibilities:
∎ Responsibility # 1: Technical responsibility
∎ Support Upazila Manager/ shelter officer/Shelter Manager and field team in implementation cash programming activities within applicable timeframes using different modalities scheme that cash-for-work, Shelter repair/construction, Capacity building etc. in the CHT areas.
∎ A sound good knowledge and understand the local context to be select on infrastructures like -, bamboo bridge, palisading, soil stabilization, plantation, re-excavating water cannel, water retention reservoir, build back safer Shelter construction etc.
∎ Submit CFW proposal for each project using prescribe template with all necessary cost estimation and design to the Upazila Manager/ shelter officer and respective authority
∎ Work with team for prior NOC requires from the respective landowner for any CFW activities. Prior approval requires from the respective Govt. line department for repairing/re-construction of any Government Road or infrastructure.
∎ Provide technical support to the water user committee during implementation of the schemes and monitoring implementation of the schemes.
∎ Provide technical support and accompany to field team for Participant Selection Process, Local Mason/carpenter selection for shelter support and CFW activities
∎ Support to the field team to sign MOU with Mason/carpenter & Shelter Participants
∎ Market mapping and identify potential shelter materials shops/ vendors/Market
∎ Mandatory Technical assistance to the participants during implementation
∎ Ensure all the activities complete in due time ensuring quality of materials and work
∎ Ensure quantity & quality of work as per disburse amount & HH level action plan
∎ Work closely with support project team, particularly Logistics and to ensure efficient project implementation and accurate budget planning.
∎ Conduct technical assessment and prepare bill of quantity for cash for work schemes.
∎ Ensure that the CFW scheme is accountable to beneficiaries through promoting their participation, providing them scheme information and ensuring that beneficiary feedback is used effectively to adapt the scheme implementation through the project team.
∎ Monitor and supervise schemes regularly and prepare weekly progress report.
∎ Contribute to daily, weekly and monthly work plan on cash for work schemes in close collaboration with Upazila Manager and Senior Management Team and ensure operationalization of plan with Project Office team.
∎ Write weekly, monthly and other Cash for Work related reports and preserve document as assigned by Organization's Senior Team.
∎ Participate in community mobilization and sensitization activities in targeted location considering strict adherence to DO NO HARM principle and humanitarian principles.
∎ Keep close coordination and working interaction by Safeguard guideline term to ensure that all aspects related to gender and protection are mainstreamed in all CFW implementation.
∎ Provide technical support to all CFW schemes and construction related works using locally available low-cost materials
∎ Provide technical support to mason/carpenter groups at Upazila, union and ward level
∎ Carry out pre & post survey and estimate of viable schemes with the assistance of Shelter Manager
∎ Ensure that implementation of schemes is done in accordance with the drawing, design and directives of the Shelter manager
∎ Ensure daily output of the worker based on layout and measurement
∎ Update to the UM progress of activities on daily basis
∎ Ensure quality of work through effective monitoring
∎ Ensure proper maintenance of goods and stocks according to specification schedule
∎ Regular basis field visit to implement/monitor field activities related to shelter/CFW
∎ Ensure Final Shelter Inspections
∎ Responsibility # 2: Capacity building, Project Monitoring & Quality control
∎ Provide necessary orientation and training to shelter and infrastructure project personnel required for Shelter construction, and CFW activates.
∎ Provide guidance to the community Organizer members for quality and timely completion of project activities.
∎ Nurture team environment and cooperative attitudes among project personnel and project stakeholders.
∎ Support to the COs to the smooth implementation DRR schemes and Shelter work
∎ Assist COs in the formation of labor groups and Participants Forum- PF
∎ Ensure that PF engaged local labor for implementation CFW schemes
∎ Collect and preserve required No Objection Certificate (NOCs) from concerned authorities
∎ Coordinate different stakeholders at the working areas Train and develop the team (especially the assistance and outreach workers community organization)
∎ Maintain a gender-equitable, women-friendly, sensitive work environment in the field offices.
∎ Regularly monitor and supervise repair works of shelters, site improvement to the project.
∎ Follow up, inspect and ensure project materials are delivered in the field in a timely manner.
∎ Support MEAL officer to ensure appropriate and unbiased routine monitoring of the project.
∎ Take responsibility for tracking and financial expenditures for technical activities under Shelter and cash for work on assigned responsibilities.
∎ Take technical responsibility for the quality control and monitoring of project activities.
∎ Ensure the project complies with legal requirements, especially health and safety.
∎ Provide orientation to the household on build back safer shelter
∎ Household Level Shelter Improvement Plan and budget preparation together with mason/carpenter
∎ Organizing and facilitation of Shelter Orientations to the HHs, Mason/Carpenter & Core team.
∎ Follow-up, closely monitor to purchase materials and complete necessary shelter improvement work on time.
∎ Responsibility # 3: Documentation and reporting
∎ Conduct assessment and capture case studies related to infrastructural interventions under the project.
∎ Assist Shelter and settlement officer, Knowledge Management in capturing good practices and sustainability aspects of Shelter & CFW activates base on community DRR.
∎ Regularly monitor program activities progress against program work plan promptly identifying any current or potential delays and provide timely inputs and feedback to the Management
∎ Ensure proper documentation for any assessment, training, monitoring tools
∎ Carry out other tasks to be assigned by the Supervisor

Additional Requirements:
∎ Age at most 50 years
∎ 2 - 3 years professional experience in construction of shelters and CFW , repair/construction of public infrastructure for INGOs/NGOs / relevant field
∎ Working experience with Disaster Risk Reduction (DRR) field in National and international organization will get priority
∎ The candidates from CHT and local language will also get priority in the selection process
∎ Field experience in Chittagong Hill area will be considered as an added qualification/experience.
∎ Experience in participatory action planning and community engagement
∎ Verbal as well as written communication skills in Bengali and English
∎ Proficiency in Auto-CAD 2D, Microsoft Office such as Word, Excel, Power point.
∎ Previous experience working in Mosul area is an advantage
∎ Must be proficient in motorcycling
