Job Context:
∎ IRC is seeking an Officer, Safety & Security for its Bangladesh Country Program, based in Ukhiya with frequent travel to program locations. The Security Officer will work with the Sr Officer Safety, Security & Access, and program team to ensure that field operations security procedures are adequate and managed in all levels. The SO will support 70% Ukhiya and 30% of Teknaf program area under the supervision of Senior Officer Safety, Security & Access. The security officer will support managing physical security systems of different facilities in Cox’s Bazar, and implement IRC’s Security Management Plan, Standard Operating Procedures (SOPs), Contingency Plans (CPs).The Officer will assist conduct onsite training for staff and drivers

Job Responsibilities:
∎ Highlights of Key Responsibilities
∎ Physical Safety & Security Management
∎ Ensure all physical security measures in the different sites (Refugee camps, Ukhiya, Teknaf) are adequate.
∎ Minimum Operating Security Standards (MOSS) implementation in IRC facilities.
∎ Incident management and report on time.
∎ Periodically check operational capacity of the CCTV, record and troubleshoot as and when required.
∎ Implement Safety, security policies/procedures and field locations (Ukhiya & Teknaf).
∎ Monitoring, Analysis & Reporting
∎ Monitor local (host refugee) security situation and report daily.
∎ Visit camp/program area on a regular basis. See safety and security situation in connection to local crimes, law and order, political movement, tension between the communities, etc.
∎ Report and follow up all incidents and provide analysis of trends and risks – under the supervision and guidance of the Sr. officer.
∎ Immediate report of all safety & security breaches and all threats to the management.
∎ Investigation/ Assessment
∎ Assist SSO to conduct incident investigation and facility/ venue assessment
∎ Capacity Building
∎ Conduct driver’s safety briefing of Ukhiya & Teknaf periodically.
∎ Train the guards & volunteers on IRC security & safety management.
∎ Misc.
∎ Assist to develop ongoing relationships with local stakeholders as needed and
∎ Promote safety & security culture in the organization. Regularly discuss security issues with staff/ team meeting.

Additional Requirements:
∎ At least 03 years’ experience in security industry.
∎ Experience working in humanitarian context specially in Rohingya crisis will be an advantage.
∎ Experience in INGO/NGO/Military/Police/Navy is an added advantage.
∎ Experience as a trainer to develop and facilitate to a wide range of audience.
∎ Language skill: Fluency in English, Bangla. Native/Rohingya language skill will be an advantage.
∎ Minimum Bachelor’s degree
∎ Training on fire safety from government/certified organization will be advantage
∎ Degree/training certificates on humanitarian security policy will be an advantage

Salary: Tk. 51600 (Monthly)
