Education:

Bachelor’s degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, or a related field (Master’s degree preferred).

 Proficiency in AutoCAD or similar design software.

 Understanding of climate-resilient infrastructure and DRR approaches.

 Strong supervision, monitoring, and problem-solving skills.

 Ability to coordinate with multiple stakeholders and field teams.

 Good reporting and documentation skills.

 Proficiency in MS Office tools.

 Good communication skills in Bangla and English.

 Strong commitment to quality, safety, and accountability.

 Ability to work effectively in challenging field conditions.

Responsibilities & Context:

Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples' cantered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people cantered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 408 upazilas under 53 districts of Bangladesh covering over 12 million poor and vulnerable people.

ESDO with technical support from HELVETAS Swiss Intercooperation Bangladesh is collaborating to implement the “Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) Project” in the northern region of Bangladesh. This partnership aims to enhance capacities in adaptation, disaster risk management, climate-induced migration, water, sanitation, and hygiene (WASH), livelihood, soil, and food security through mutual capacity-strengthening programs and knowledge-sharing activities. Together, they are exploring, pilot, and disseminate innovative technologies and methodologies while engaging in advocacy efforts to promote their adoption.

ESDO invites applications for the position titled Project Engineer for the Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) project. As a Project Engineer, she/he will play a key role in mobilizing communities, strengthening local capacities through localization, and facilitating sustainable climate-resilient solutions. She/he will work closely with vulnerable and marginalized groups, ensuring inclusive participation and promoting sustainable livelihood practices.

A. Technical Planning and Design

 Conduct technical assessments and feasibility studies for infrastructure interventions including WASH, DRR, and climate-resilient schemes.

 Support identification and prioritization of infrastructure schemes under LAPA, ADP, RRAP, and other local plans.

 Prepare technical designs, drawings, BoQs, and cost estimates for project interventions.

 Ensure integration of climate-resilient and disaster risk reduction measures in all designs.

 Incorporate nature-based solutions (NbS) and environmentally sustainable approaches where applicable.

 Ensure all designs comply with national standards, engineering codes, and environmental guidelines.

B. Implementation and Supervision

 Oversee implementation of construction and rehabilitation works, including: Water supply systems, Sanitation and hygiene facilities, Climate-resilient infrastructure, Natural resource restoration and NbS interventions

 Supervise contractors, suppliers, and field teams to ensure quality construction and timely delivery.

 Conduct regular site visits and inspections to monitor progress and compliance.

 Ensure adherence to work plans, technical specifications, and safety standards.

 Support community engagement and participation in infrastructure implementation.

C. Quality Assurance and Compliance

 Ensure all construction works meet quality standards and project specifications.

 Develop and apply quality control mechanisms and checklists.

 Verify materials, workmanship, and construction processes.

 Ensure compliance with environmental and social safeguards, including EIA/SIA where applicable.

 Address technical issues and provide solutions during implementation.

D. Operation, Maintenance, and Sustainability

 Develop operation and maintenance (O&M) plans for infrastructure interventions.

 Provide training and orientation to community groups, WASH committees, and local stakeholders on O&M.

 Promote sustainability and long-term functionality of infrastructure.

 Support establishment of community-based management systems for facilities.

E. Coordination and Stakeholder Engagement

 Coordinate with local government institutions (UP, LGED, DPHE) and relevant line departments.

 Facilitate technical meetings, consultations, and coordination workshops.

 Support integration of project interventions into local government plans and budgets.

 Work closely with programme, MEAL, and community teams to ensure effective implementation.

F. Monitoring, Reporting and Documentation

 Monitor progress of infrastructure activities and ensure timely completion.

 Prepare technical reports, progress updates, and completion reports.

 Maintain documentation of designs, drawings, BoQs, and site records.

 Support MEAL team in tracking outputs and outcomes related to infrastructure interventions.

 Document best practices and lessons learned from engineering interventions.

G. Gender Equality and Social Inclusion (GESI)

 Ensure infrastructure designs and implementation are inclusive, accessible, and gender-sensitive.

 Promote access to WASH and infrastructure services for women, persons with disabilities, and marginalized groups.

 Incorporate universal design principles where applicable.

 Ensure community participation reflects diverse and vulnerable groups.
