∎ BACKGROUND OF GONOSHASTHAYA KENDRA AND THE PROJECT:
∎ Gonoshasthaya Kendra (GK) is a National NGO. GK registered as a Public Charitable Trust in 1972 and started with two visions (a) "the fate of the poor decides fate of the country, and (b) "development of the country depends on development of women."
∎ GK has been active in responding to all significant natural disasters in Bangladesh since 1972 through the mobilization of its own and foreign resources. GK provided food aid, lifesaving medicine and treatments in its operational Upazila during flood of 1987, 1988, 2000, Tornado: 1989, Cyclone and tidal surge: 1985 1991, 1994, Cyclone SIDR 2007, Cyclone AILA 2009 in its operational areas.
∎ GK has experienced partnership with several UN agencies, INGOs, such as UNDP, UNHCR, WFP, WHO, World Bank, European Union, UNHCR, Christian Aid, Action Aid, We Social Movement, French Support Committee, Save the Children, Plan Bangladesh, Medico International and many others.
∎ GK is managing 43 health centers in 19 districts, two hospitals of 250 beds, the largest dialysis center in Bangladesh where 100 people could be treated simultaneously. GK is running one University, Medical College, Dental College, Medical Technical School, Pharmaceutical Industry and a Vocational training school providing short, long and customized courses for distressed women. GK has awarded numerous national and international awards for its work on health and disaster response.
∎ Gonoshasthaya Kendra Bangladesh and its partner Malteser International are two humanitarian organizations in Bangladesh that have been working on emergency programs since September 2017, post-emergency and development. GK is currently implementing a project funded by the German Federal Foreign Office and Malteser International (MI) of "Improving the health and nutritional situation of refugees in Cox`s Bazaar and contributing to the peaceful coexistence of refugee and host communities". The goal of this project is to improve the health, nutrition, and psychosocial status of refugees while assisting host communities through health education in community level.

Job Responsibilities:
∎ As a senior project management team reporting to the Director of GK, the Project Coordinator is directly responsible for all aspects of the Health and Nutrition Project's implementation in the Camp area, host communities and Bashan Char. The specific duties and responsibilities are as follows:
∎ Overall responsibilities:
∎ Project Coordinator is overall responsible to ensure the project implementation of MI funded project in the camp and host communities
∎ Provide overall technical leadership and administrative oversight to achieve project results;
∎ Serve as principal liaison to MI, GK Senior management, CIC, RRRC, DC, UNO and all other stake holders in implementing area;
∎ Provide supportive supervision to Head of Operations, Medical Coordinator, MEAL Manager, support, and direction to other project technical staff to ensure effective project implementation across deliverables;
∎ Oversee and assume responsibility for financial and administrative aspects of the project including budget management;
∎ Monitor project indicators, evaluate results as per project log frame and advise on improvements in project implementation;
∎ Identify and mitigate project risk; Analyze project impact and challenges to adaptively manage the project to meet or exceed results;
∎ Prepare and monitor the implementation of annual work plans and progress reports;
∎ Prepare and submit quarterly reports on progress of activities and achievement of project results to the donor;
∎ Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals;
∎ Represent GK-MI at meetings and events as required and keep GK-MI office informed regarding new opportunities in the country and region.
∎ Actively participates as a management team to ensure good collaboration, communication, strategic planning, and implementation of GKs humanitarian project
∎ Contributes to the development of the health, nutrition, and psycho-social support project in close collaboration with the Program Adviser, the Cox's Bazar management team and the field-based teams according to GK's strategic plan and needs in the field
∎ Compiles accurate and timely data and reporting for GK, donors, government, and the humanitarian coordination system
∎ Represents GK vis-à-vis and coordinates with local communities, authorities, other NGOs and international institutions under the guidance of the Regional Director
∎ Carries out other duties according to professional capacity and position in the organization, as assigned by the GK and MI
∎ Specific activities:
∎ Team participation
∎ Contributes actively in program strategy development based on GK's mission statement and vision and beneficiary needs
∎ Contributes to good communication among all team members and between departments and programs, ensuring other departments are adequately informed of the project activities for good collaboration
∎ Respects the procedures of other departments and agrees to contribute for successful collaboration
∎ Informs new staff of the project activities and procedures
∎ Team leader
∎ Responsible for all field staff of the project; is the direct supervisor of Head of Operations, Medical Coordinator and MEAL manager/Data Manager
∎ Provides technical and managerial support to his team and ensures compliance with GK policies and procedures
∎ Ensures clear organizational structure and internal communication in the project's health facilities
∎ Provides team members constructive feedback on work performance in a timely manner
∎ Ensures the team members adhere to rules, regulations and procedures and recommends disciplinary measures to the Director when required
∎ Ensures each facility has a clear duty roster and vacation planning in coordination with medical coordinator, ensuring that activities and responsibilities are covered by other staff during vacations and absences
∎ Responsible for project implementation
∎ Coordinates the implementation of the project, ensuring good collaboration with all relevant departments and field staff, ensuring timely execution according to the donor agreement and within the given budget
∎ Provides direct support, couching and supervision of field staff through field visits
∎ Together with Clinic Managers, develops good work flow of activities and develops Standard Operating Procedures (SOP), treatment protocol and referral pathways
∎ Reviews the budget control on a monthly basis together with the Finance Manager to ensure correct allocation of expenditures to budget lines and timely and correct use of the available funds
∎ Leads the procurement process for all purchases of the project in collaboration with Logistics department, within the given budget, and develops specifications of planned purchases
∎ Oversees the medical and other stocks in collaboration with Logistics Department, checks expiration dates on a regular basis, ensures timely dispatch of medicines and consumables to the field locations in collaboration with the Pharmacists and ensures timely order of new medicines
∎ Does a physical stock check of all project related stocks once a year
∎ Capacity building of health staff
∎ Ensures staff are appropriately trained to fulfill their responsibilities according to medical and humanitarian standards and in compliance with Bangladeshi guidelines
∎ Ensures newly hired staff are inducted into their position in a timely manner to fulfill their responsibilities according to medical and humanitarian standards in line with the project objectives
∎ Assesses capacity building needs of the team and provides trainings or facilitates trainings for health team members, which will enhance their work performance
∎ Ensures correct application of standard operating procedures, patient referrals and treatment protocols by health staff for consistent project implementation
∎ Contributes to the development of the health, nutrition and psycho-social support project
∎ Stays up to date on changes of the situation in the field, analyses field needs and follows developments and trends in the humanitarian field
∎ Coordinates closely with the Medical Coordinator, MEAL manager and donor in designing and executing needs assessments and surveys
∎ Contributes to the development and drafting of project concept notes and project proposals (including narrative, log-frame, activity work plan and budget), based on GK's mission statement, beneficiary needs assessments, organizational capacity, funding availability and donor requirements, ensuring compliance with humanitarian standards, principles and best practices
∎ Data compilation and reporting
∎ Ensures timely and accurate health data compilation and reporting of the data according to government requirements
∎ Ensures timely and accurate data reporting to the humanitarian coordination forums, including 4W, EWARS and other relevant reporting that contributes to the overall coordination of services
∎ Compiles all required donor reporting for the project in a timely manner, collaborating with Finance Department
∎ Analyzes the data to strengthen the project implementation and strategic planning
∎ Representation of GK
∎ Represents GK vis-à-vis local communities, authorities, UN agencies and other humanitarian organizations in a professional manner, upholding GK's good standing
∎ Actively participates in Health, Nutrition MHPSS Cluster Meetings and working groups, ensuring coordination and complementarity among humanitarian organizations and the reduction of duplication or overlap of services
∎ Actively participates in ad-hoc technical meetings by the government, UN agencies and other humanitarian organizations in coordination with the MI and GK

Additional Requirements:
∎ Master's in: Business Administration, Social Science, Public Health, IR or Any other discipline.
∎ Experience Requirements
∎ Minimum Ten (10) Years of Experience in I/NGOs with Humanitarian and Development Sectors.
∎ Minimum 10 years' experience in health programming with administrative and technical areas, including 5 years' experience in a senior management position.
∎ Significant experience in providing high quality technical support in health, nutrition and MHPSS programs in development and humanitarian context
∎ Understanding the Core Humanitarian Standard in emergency context including health and nutrition programming,
∎ Experience in resource mobilization, project development and local/national level advocacy
∎ Demonstrated project staff management in humanitarian context,
∎ Ability to provide leadership in Health and Nutrition project implementation in achieving its targets using set indicators.
∎ Experience in managing health related significant grants, especially with German Govt. Donors (AA/ADH/GiZ), USAID, GFATM, EU, and bilateral funding agencies;
∎ Experience with development of strategic plan for organization,
∎ Experience in Health & Nutrition Project Implementation, Monitoring and Evaluation,
∎ Experience in Project evaluation and interim review
∎ Demonstrated good liaison and maintain professional relationship with partner organizations;
∎ Demonstrable competence in training need assessment, module development and conduction training/workshop, and Coaching/Mentoring skills
∎ Experience in project proposal for funding
∎ Demonstrated expertise at leading and managing diverse teams and programs
∎ Excellent report writing skills in English
