Job Context:
∎ Programme Officer with Emerging Infections under the Infectious Diseases Division (Adv#156/2020)
∎ icddr,b invites applications from suitable candidates for the position of Programme Officer in USAID`s Alliance for Combating TB in Bangladesh project with Programme for Emerging Infections under the Infectious Diseases Division. The appointment will be made on a Fixed Term basis for 1 year which is renewable depending on the performance and availability of funds.

Job Responsibilities:
∎ The Alliance for Combating TB in Bangladesh project will develop a dynamic, strategic, and fresh approach to accelerate Bangladesh's fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas - increased TB detection, decentralized DR-TB management, improved child TB managment, expanded prevention and others.
∎ The Programme Officers will report to the Project Coordinator. The position holder will be responsible for conducting Programme Implementation in the field sites by coordinating with GoB, NGOs and other stakeholders within the objective of enabling effective output of smooth implementation of TB project within the strategy of icddr,b and organizational values and guidelines. There will be 4 positions who will be based in Dhaka North, Dhaka South, Sylhet, and Rajshahi offices with frequent travel to all the field sites and field offices in Bangladesh.
∎ Duties and responsibilities :
∎ Programme Management:
∎ Assist in developing programme implementation plan;
∎ Collect training materials, programme materials and logistics from head office;
∎ Maintain the quality of the ongoing project activities and undertake programme implementation in order to improve processes for ensuring the effective output of the project activities.
∎ Liaison with Govt. NGOs and other stakeholders:
∎ Maintain liaison with Govt. Officials, NTP authority and relevant stakeholders;
∎ Represent the TB programme at the divisional/city corporation level and work to build rapport with all the stakeholders in the assigned area from time to time;
∎ Share findings with Assistant Program Manager, Program Manager, Project Coordinator, COP and other leaders and seek inputs;
∎ Prepare monthly and quarterly reports for submitting to project leads;
∎ Provide comments and follow-up to ensure correct data are reported;
∎ Compile all data to be submitted to the donor quarterly;
∎ Critically assess data quality and address errors;
∎ Supervise field team members and provide directions to ensure the smooth implementation of the work and ensure accurate data flow.
∎ Programme Implementation:
∎ Work in a team to prepare an implementation plan and performance monitoring framework to track progress against timelines and take corrective actions;
∎ Coordinate with NGOs/GoB/UN organizations;
∎ Collaborate with monitoring, evaluation and learning team to support implementation monitoring in order to ensure efficient project implementation.
∎ People Management :
∎ Assist in training staff on project implementation;
∎ Assign work to team and initiate activities as per project plan; supervise the work of the team members;
∎ Coach staff on how to address issues faced during field-work; monitor quality of data collection, and response rates against timelines and programme criteria.

Additional Requirements:
∎ 4 years working experience in the field implementation of development projects. Experience of TB programme implementation will be given preference.

Salary:
∎ Annual Tk. 597,150/- inclusive of house rent and conveyance allowances and other admissible benefits.

Compensation & Other Benefits:
∎ 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
