∎ Proficient in computer application: Excel, GIS, STATA, Power BI or Tableau or Looker Studio, Nvivo/AtlasTi and advanced level statistical analysis.
∎ Excellent proficiency in developing dashboards using Power BI or Looker studio or Tableau etc.
∎ Working experience in WASH, waste management, agriculture, resilience, energy, Climate and Weather Information Services and related field.
∎ Strong knowledge on data management, data quality assurance, data analysis and archiving.
∎ Excellent facilitation, coordination, team management, reporting and presentation skill.
∎ Good knowledge on qualitative and quantitative research/study methodologies and tools.
∎ Knowledge on information-flow management, digital data collection tools i.e. KoBo Toolbox, ODK and CARE Track·
∎ Practical knowledge and skill to developing journal article following proper standards.
∎ Knowledge in geographic information system (GIS), STATA and advanced level statistical data analysis.
∎ Ability to work and lead a multi-cultural team and meeting deadlines.
∎ Good English writing, analytical and communication skills.
∎ Good ability to work with a virtual cross-functional team.

Responsibilities & Context:
∎ Ensure day to day support to Community Supervisors and other field team on data collection, data entry, data approval, and related trouble shooting.
∎ Plan, organize and facilitate capacity building training and on-the-job training on MIS & CWIS.
∎ Visit the field in regular routine in shooting the MIS related troubles, providing training/on-the-job training (OJT) for smooth operations of the MIS.
∎ Check the relevant websites regularly on getting weather updates and shoot the troubles in coordination with Practical Action and CARE Bangladesh MIS team.
∎ Coordinate with technical experts to develop appropriate anticipatory action and advisories
∎ Assist to prepare voice message and contribute to disseminate with wider community.
∎ Support and assist to develop report of CWIS related issues .
∎ Assist to gather information on immediate result on CWIS message dissemination
∎ He will assist in producing MIS based performance report working closely with the MEL, programme delivery and technical team in making the consistent report.
∎ Maintain regular communication with Practical Action and Consortium MIS & MEL team in functioning the MIS in systematic manner and producing report with quality.
∎ Design and develop electronic data collection template through ODK, KoBoToolbox etc. and orient field staff to capture data in real time.
∎ Ensure the NABAPALLAB project’s central MIS system (e.g., CARE Track) and Practical Action’s central MIS are functional in field.
∎ Regularly check the progress of the activities reported in the online system (CARE Track, ODK, KoBoToolbox and Practical Action’s MIS etc.) and check consistency and relevancy of the data and generate summary report on the key findings.
∎ Ensure the standard of Programmed Quality and Delivery (PQD) framework in every aspect of the MIS and study related activities.
∎ Contribute to develop quality research and study proposal/ToR, tools especially on the MIS matters, and orient the team.
∎ Conduct survey and research activities of the project in coordination with other relevant staff, especially in coordination with central MIS focal as well project staff.
∎ Contribute to the study data collection, analysis, data management, data analysis and report preparation for any studies.
∎ Participate in data processing and analysis, writing, editing and translation.
∎ Identify monitoring tools for quality assurance of data and provide feedback to the team on field activities timely.
∎ Ensure weather and climate information and its related advisories are disseminated in an effective manner to the communities, and design and run Post Distribution Monitoring (PDM).
∎ The Officer – MEL and MIS is a member of the Monitoring Evaluation Learning and Research team of Practical Action in Bangladesh who will work closely with the team of Monitoring, Evaluation, Learning and Research as well as NABAPALLAB project team to support the effective implementation of MEL plan and process. S/he will be responsible for designing and running the Management Information System (MIS). The incumbent will play major role in designing and accomplishing research work applying both qualitative and quantitative methods focusing on the thematic areas of Practical Action, namely waste management, agriculture, resilience, and energy.
∎ Key Responsibilities
