∎ BACKGROUND: Cowater International Inc. is implementing a five-year (2021-25) Project titled "Empowering Women through Professionalization of the Nursing Sector in Bangladesh (ProNurse)", funded by Global Affairs Canada. The Project will deliver on Canada`s Feminist International Assistance Policy (FIAP) priorities of gender equality, empowerment of women, and human dignity for the nursing profession in Bangladesh. Working under the overall guidance of Ministry of Health and Family Welfare (MoHFW), ProNurse is jointly working with Director General of Nursing and Midwifery (DGNM) and Bangladesh Nursing and Midwifery Council (BNMC). The project aims to enhance the voice and influence of women in the health sector in Bangladesh, through the empowerment and professionalization of female nurses, both in public and private sector. The Project`s expected results include: i) improved quality of gender-responsive education for female nurses in both public and private sectors in Bangladesh; ii) improved performance and professional status of female nurses in Bangladesh; and iii) improved enabling environment for female nurses for their increased participation in the health sector in Bangladesh.
Job Responsibilities:
∎ The National Nursing Specialist, reporting to the Team Leader, located in Dhaka, will be responsible for the implementation and achievement of the selected Outputs. S/he will work closely with the Human Resource Advisor (HRA), Senior International Nurse Adviser (SINA), Judith Oulton, and Naripokkho in implementing the activities related to formulation of career path for nursing, developing and implementing an image building campaign for raising status of nurses in Bangladesh and beyond. S/he will closely pair up with the HRA under the guidance of Team Leader to implement nursing career path. S/he will provide technical advice and direction to Naripokkho with respect to the strengthening of BNA and developing nurse champions in Bangladesh.
∎ Specific responsibilities include:
∎ Nursing professional capacity building:
∎ Review all key documents of Bangladesh Nurses Association (BNA) especially the constitution and support the process of review, revise and approval of the document by the EC (Output 1311)
∎ Establish a working relationship with newly elected BNA EC and determine the need for support to develop a professional nursing association.
∎ Take lead in organizing a SWOT analysis workshop with BNA EC and support development and implementation of various policy documents for BNA including strategic plan working closely with HRA;
∎ Work closely with Naripokkho a Women Right Organization (WRO) and BNA elected EC in undertaking needs assessment for developing national nurse champions.
∎ Assist BNA EC and WRO to identify key policy makers, gatekeepers and influencers to engage in strengthening nursing profession including support to conduct key engagement activities, such as, round table discussion, group meetings etc;
∎ Under the guidance of TL, work closely with BNA and WRO) for reviewing the existing communication strategy and develop a national campaign to raise nurses voice and realize the right of nurses;
∎ In consultation with the TL, liaise with various Bangladeshi /international stakeholders working in the nursing sector, collaborate and share lessons with nurses specially with WRO and BNA;
∎ Nursing Career Path
∎ Review and analyze background documents, such as, Operations Plan of Nursing and Midwifery including the RPIP of the Nursing Operations Plan, Health Workforce Strategy, Nurse Midwifery Act, Nursing Career path including recruitment rules, new JDs, Report from the National Task Force for Future of Nursing;
∎ Keep track of new policies, updated decisions, updated posts and postings to understand the changing status.
∎ Work closely with HRA and other national partners, such as, JICA Nursing advisor and WHO HR advisor in relation to developing a viable career path for nursing, especially the service sector career path for public sector nurses;
∎ Provide TA to the TWG CP to revisit and revise job descriptions, as needed, and develop new ones to align with the revised nursing career path streams;
∎ Identify constraints to, and opportunities for, advancing more gender-sensitive and effective recruitment, deployment and working conditions for nurse-midwives through structured needs analyses as well as fostering negotiation, policy advocacy and dialogue among MOHFW and other relevant GOB ministries/agencies.
∎ Project Strategy:
∎ Under the guidance of the TL and MEDS, gather PMF Indicator data/information as necessary for mid-year and annual reports;
∎ Lead the write up of the quarterly Activities and sub activities progress report as per project guidelines in close collaboration with M&E Specialist and under guidance of RBM Specialist;
∎ Contribute to the development of Annual Work Plans and write up the selected Outputs;
∎ Provide input to update the Risk Register, Performance Measurement Framework (PMF) and Outcome sustainability Plan with support from RBM Advisor and establish an effective system for monitoring project progress related to selected Outputs;
∎ Coordinate with the National GES to ensure alignment of recommendations of the analysis in the gender equality strategy for assigned Outputs;
∎ Any other tasks assigned by the supervisor.
Additional Requirements:
∎ At least 10 years of experience of different nursing & midwifery program and services in Bangladesh;
∎ Experience in nursing service in public sector including structure and function of nurses at all levels of public sector nursing;
∎ Understanding of the nursing professional association in country and in global context and process to strengthening the association
∎ Experience working with Director General Nursing and Midwifery and Bangladesh Nursing and Midwifery Council and Ministry of Health and Family Welfare;
∎ High quality technical knowledge and demonstrated experience on nursing sector development;
∎ Fluency in English and Bengali; and
∎ Mastery of computer tools: Internet, Office Suite (Word, Excel, Outlook, PowerPoint), etc.
