Job Context:
∎ Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` entered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centred approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 331 upazilas under 51 districts of Bangladesh covering over 10 million poor and vulnerable people.
∎ Presently, we are implementing the Healthy Village in Urban (HVU) programme in Lalmonirhat municipality and six peri-urban Unions within Lalmonirhat district. The HVU program, an innovation developed by Max Foundation, is being implemented by Max Foundation and its partners. The Healthy Village program has been in operation since 2017. Already 409 villages in the South-coastal region of Bangladesh declared as Healthy Villages. With the technical and financial support provided by Max Foundation, we are scaling-up the Healthy Village program to urban areas.
∎ The purpose of the Healthy village in Urban (HVU) is to take our healthy village innovation to the next level of scale by 1) proving that it works in an urban Bangladeshi context and 2) through adoption of the approach or elements of it by key stakeholders. The objectives of HVU are as follows: -
∎ Objective 1: HVU demonstration project in northern Bangladesh, in Lalmonirhat municipality and surrounding peri-urban areas, reaching 157,000 people.
∎ Objective 2: Uptake of the approach by government, other NGOs and donors, and private sector actors. This is expected to have an impact on almost 2 million people (1.88 million) through actions undertaken by those actors, influenced and supported by Max Foundation.
∎ In this backdrop, ESDO would like to hire a contractual staff named Monitoring Officer who will work 48 hours per week to perform the monitoring and evaluation related tasks of HVU and duty station will be in Lalmonirhat district.
∎ ESDO in partnership with Max Foundation is implementing the "Healthy Village in Urban" project at Lalmonirhat District. ESDO is inviting applications from interested qualified candidates for the position.

Job Responsibilities:
∎ Provide technical support for the implementation of the M&E of the healthy village in urban project with frequent monitoring of project activities.
∎ Provide adequate technical guidance to measure the progress of different project outcomes which includes WASH, SRHR including safe motherhood, child disability, Gender, and prevention of stunting growth in children under 5 including child nutrition as well as to capture success/ challenges of the HVU approach.
∎ Support the comprehensive MIS for progress tracking over key project level indicators.
∎ Ensure and proactive in data collection for data quality assessment in regular basis.
∎ Monitor and evaluate the data collection processes and contribute to the capture and documentation of achievements of relevant program outcomes and best practices.
∎ Development of participatory tools, techniques, guidelines, and questionnaire for the smooth implementation of M&E system of HVU project including data validation process.
∎ Use of local resources to document reflective learning and implementation.
∎ Manage, operate, and strengthen the field-based monitoring process of the HVU project.
∎ Regularly collect, analyze, and visualize data from the field and make a summary report.
∎ Triangulate own data with secondary data sources.
∎ Develop regular monitoring report as per project’s requirement and to submit to Max Foundation through PM of ESDO.
∎ Visit the working areas (at least 50% of the working hours per month) to monitor field level implementation of the program and to ensure the quality.
∎ Undertake regular field visits, monitor progress and interact with different stakeholders on particular aspects determined by objectives of the projects.
∎ Update & develop strategies, operational plans, manuals and action plans for Monitoring, Evaluation and Learning with the support of PM of ESDO.
∎ Provide technical assistance to collect data, reporting, progress tracking etc.
∎ Cross check data accuracy, consistency, reliability, timeliness, integrity etc in field level.
∎ Conduct physical verification of data quality with support of project staff.
∎ Prepare Verification Tools & Techniques and maintain monitoring and verification cycle.
∎ Train the project staff on M&E of HVU project and regularly guide them.
∎ Work closely with other project colleagues to allow for smooth implementation of the M&E strategy and rapid uptake of learning and translation into dissemination materials.
∎ Maintain all kinds of progress related documents/report/case study, records etc. in a systematic way.

Additional Requirements:
∎ Age at most 40 years
∎ Both males and females are allowed to apply
∎ Sound knowledge and experience of nutrition/health/WASH programming and its challenges.
∎ Proven skills on M&E, research and knowledge management in an NGO, INGO or research institution in field and country level.
∎ Proven experience of different methodologies in project monitoring, learning, knowledge management.
∎ Experience in report writing, case study preparation, and analytical report both in Bangla and English.
∎ Good verbal and written communication skills in local language, English and Bengali;
∎ Proficient in MS Office tools (Word, Excel, Power Point,SPSS);
∎ Good negotiation skills.
∎ Strong field facilitation skills, knowledge in healthy village program implementation.
∎ Good knowledge of software packages, especially statistical packages.
∎ Willing to drive Motor Cycle & should have a valid driving license.
∎ Any other tasks assigned by supervisor/ management.

Salary: Tk. 50500 (Monthly)
