Job Context:
∎ ACDI/VOCA is currently implementing the $20.5 million, five-year Feed the Future Livestock and Nutrition (LAN) Activity in Bangladesh funded by the United States Agency for International Development (USAID). The Livestock and Nutrition Activity aims to sustainably increase livestock productivity, marketability, and consumption of livestock products to improve nutrition and incomes for one million livestock producing households and firms in the 23 target districts in Bangladesh`s Zone of Influence and Zone of Resilience. To achieve this level of scale and ambitious results ACDI/VOCA uses an integrated community-based development and inclusive market systems approach and co-creates solutions with communities and public and private sector actors, effectively leveraging their resources, technologies, and expertise.
∎ Pursuant to its mission, ACDI/VOCA is seeking experienced and talented professionals for the MEL Team Lead position.
∎ The Monitoring Evaluation and Learning Lead will be responsible for guiding the overall design and implementation of the Monitoring, Evaluation and Learning strategy and overseeing the Database (Management Plus) development in consultation with ACDI/VOCA home office M&E team. MEL lead will co-develop and facilitate learning workshops with Communications and CLA manager, MEL and technical leads, engaging partners in identifying evidence-based ways to adapt and scale interventions. S/he will assist the CLA manager to design and manage the CLA plan and learning agenda on technical and management processes. MEL lead will supervise the MEL team, communication and CLA manager, and report functions to systematically generate, synthesize, share, and apply learning, effective, and adaptive management.
∎ Together with Activity MSD team lead, the MEL lead will organize "review and reflection feedback sessions" with all project stakeholders and ensure strengthening local capacity. In addition, she/he will also contribute to developing and or updating environment and communication related activities as well as assessing compliance with the project`s policy documents. She/he will lead/supervise a team of 4-5 members (MIS Specialist, M&E Coordinators, Data Management Assistants, Comms and CLA Manager etc.)

∎ Reports to: COP & Country Representative

Job Responsibilities:
∎ Provide technical direction/leadership to design and implement the MEL Plan in coordination with ACDI/VOCA Home Office team members and as needed, USAID, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators through quarterly and annual reporting.
∎ Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes
∎ Lead the collection, analysis, documentation, dissemination, and use of best practices and lessons learned
∎ Design and implement internal and external knowledge exchange and learning events to improve peer-to-peer learning, knowledge sharing and application
∎ Develop and/or maintain strategic relationships with relevant stakeholders to promote effective coordination, collaboration, and dissemination of program learning
∎ Provide support and technical assistance to partner staff to ensure Community Engagement & Accountability in Program Cycle Management
∎ Set up/review project MIS systems using appropriate technologies (Power BI, GIS, Tableau etc.) to support data visualization and beneficiary tracking.
∎ Monitor the results of the program's activities and contribute to the design and implementation of periodic evaluations/assessments.
∎ Build capacity of staff and partners on MEL tools and analysis, data management, data analysis, basic surveying and sampling techniques, report writing techniques and requirements for ACDI/VOCA
∎ Develop and test instruments for data collection; collect, analyze, and summarize field visit reports from program technical staff and implementing partners
∎ Conduct qualitative and quantitative program impact surveys to ensure that project goals are met and that the team constantly improves program implementation quality
∎ Design learning approaches that enable analysis of data, context, and emerging experience, as well as iterative adaptive management for the Activity's technical approaches
∎ Develop dashboard to ensure project data analysis and visualization for learning and progress tracking of the indicators for the management use
∎ Successfully conduct the pause and reflect sessions, documentation, communication with the staff, and prepare next actions
∎ Ensure data flow channel, communication map, and documentation system to generate data Develop data collection tool to reporting process for farmers' pre-and post-training survey and of service providers trackers
∎ Represent ACDI/VOCA on external M&E-related working groups, task forces, conferences, publications and panels.
∎ Support communication manager in complying with the project's branding and communication plan.
∎ Prepare quality documentation and reports by analyzing and summarizing information and trends, and ensure that all donor-required, and HQ-requested, reports are completed and submitted on time, and in a technically accurate and error-free format, including quarterly reports, annual reports, and any other special reports requested by HQ or USAID.
∎ Conduct gap analyses of workflow procedures for key M&E services; identify critical control points and preventive measures; suggest ways in which existing procedures may be streamlined or revised to enhance quality and consistency.
∎ Maintain and improve program and service quality by examining compliance with required operating procedures, by monitoring the implementation of programs and services, and proposing solutions; and by collaborating with other members of management and staff to develop new programs and services, as well as new quality procedures, as required.
∎ Inform the Senior Management Team (including CoP) monthly on progress against a subset of agreed upon target indicators, and make recommendations as needed to maximize achievement of outcomes and impact.
∎ Develop data quality standards and implement standard operating procedures to mitigate risk. Conduct periodic internal Routine Data Quality Assessments (RDQA) to assess the validity, reliability, integrity and timeliness of reported data and, where necessary, to make adjustments as per the data audit findings. Conduct data quality reviews to ensure that all information required for submission to donor is collected in a valid, reliable, and timely manner

Additional Requirements:
∎ Expertise in applying the Collaborating, Learning and Adapting (CLA) approach to management
∎ Strong planning capabilities to support efficient and effective data collection related to baseline, mid-term and final evaluation surveys
∎ Excellent interpersonal, problem solving and communication skills, both verbal and written, strong negotiation, diplomacy and team-work skills
∎ Established track record of achieving results within difficult working environments in required
∎ Knowledge of office systems, including experience with computer applications (e.g. Excel, Spreadsheets, database management) is required.
∎ Ability to work effectively in a team and/or independently under stress/pressure.
∎ Demonstrated experience in quantitative and qualitative research methods and survey design and implementation.
∎ Formal training in program/project design and formulation, management and evaluations
∎ Relevant publications in peer reviewed journals will be considered as an additional skill
∎ 8-10 years of experience in program monitoring, evaluation and Learning component of a donor-funded project, preferred in USAID funded projects in Bangladesh
∎ Minimum 5 years of working experience with international NGOs
∎ Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis is required.
∎ Demonstrated experience in critical analysis of project data and in using the results of this analysis to recommend key programmatic changes.
∎ Experience in managing quantitative and qualitative research and surveys by external teams to ensure organizational outcomes are achieved.
∎ Demonstrated experience in mobile data collection tools (Kobo, ODK or similar) and Information Management System through data visualization & spatial analysis tool (Power BI, Tableau, GIS, Canva etc.)
∎ Demonstrated experience in statistical analysis and reporting, including experience with computer-based statistical packages and databases (SPSS, STATA SAS, etc.), in addition to standard Microsoft packages (Excel, Word).
∎ Fluency in English and Bangla required.
