∎ We are currently seeking a qualified candidate for the position of Monitoring, Evaluation and Learning Specialist?for an upcoming TB diagnostic network strengthening opportunity in Bangladesh. This position is contingent upon award and will be based in Dhaka, Bangladesh.
∎ Project Description: The proposed USAID`s Tuberculosis Diagnostics Network Strengthening (TBDNS) project will expand access to quality TB diagnostics to increase detection and management of TB patients. The project will strengthen the TB diagnostic network systems with innovative approaches for quality of TB laboratory services, laboratory information management, sample transportation, etc., for improved and effective delivery of TB services. The project will have research component to support studies and operations research in relevant areas.
∎ Position Description: The Monitoring, Evaluation, and Learning (MEL) Specialist is responsible for establishing and managing the project`s overall M&E system and tracking progress towards program results, indicators, and targets. He/she oversees and supports partners` MEL activities, provides guidance on data collection, quality assurance, and instrument development; analyzes data, and leads development of quarterly and annual reports. He/she collaborates with the program team and partners to design research activities that support learning, evaluation, and planning, and oversees the implementation, analysis, dissemination, and use of research products. He/she supports Collaboration, Learning and Adapting by sharing data with the program team, partners and other stakeholders and developing strategies to improve service delivery.

Job Responsibilities:
∎ Designs and oversees the monitoring, evaluation, and learning activities of the project.
∎ Leads the design, development, planning, and implementation of the MEL plan and project evaluation activities, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research.
∎ Works closely with the technical team, National TB Control Program (NTP), and partners to design monitoring systems including tools and indicators.
∎ Ensures tool compatibility and coordination within the M&E framework, and consistency with national and donor requirements.
∎ Responsible for providing technical assistance and developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
∎ Focuses on strengthening the M&E system and building capacity of partners and staff.
∎ Supports the project's Collaborating, Learning, Adapting (CLA) framework.
∎ Undertakes periodic reviews of program M&E systems and participates in planning M&E system strengthening actions.
∎ Provides guidance on information systems for quality assurance, as well as best practices documentation and reporting.
∎ Oversees the publication and dissemination of information on successful and promising approaches, lessons learned, and other program results.

Additional Requirements:
∎ More than 6 years of experience related to monitoring, evaluating, and reporting on public health programs, preferably with experience in working on TB.
∎ Experience in design and implementation of M&E systems in public health.
∎ Demonstrated expertise in study design and quantitative and qualitative research and analytical methods.
∎ Excellent report writing, analytical, and communication and presentation skills.
∎ Ability to collaborate effectively with program staff and government counterparts.
∎ Proficiency with relevant software (Stata, SAS, SPSS, Epi Info, Atlas).
∎ Fluency in written and spoken English required.
∎ Fluency in Bangla required.
∎ Legally authorized to work in Bangladesh.
