Job Responsibilities:
∎ Provide monitoring and evaluation support to the Carter Center's Access to Information and projects and assess program and project objectives and impact.
∎ Assists with the development, update, implementation and maintenance of project monitoring and evaluation plans, including: designing and maintaining data collection systems; carrying out quantitative and qualitative data collection including administration of surveys, questionnaires, focal groups, etc. conducting baseline assessments, midterm reviews, and final evaluations for various Carter Center projects.
∎ Support the drafting and review of documents, such as logic and result frameworks for funding proposals; MEL plans; donor reports (monthly, quarterly, and annual basis); and, other documents as assigned.
∎ Meet regularly with Carter Center program staff, and liaise with partner organization staff, to ensure efficient and effective data collection and analysis and provide feedback to enhance project impact.
∎ Work directly with partners implementing subgrants to support them in capturing indicators for monitoring and evaluation. As necessary, facilitate trainings or workshops on relevant MEL practices for partners.
∎ Assist with providing MEL technical support and training to project partners and staff to improve data collection and reporting.
∎ Compile information on lessons learned from project staff and partners, and generate recommendations for how lessons learned can be incorporated into programming efforts.
∎ Participate in and/or help facilitate meetings and trainings and prepare meeting reports related to monitoring and evaluation efforts, as required.
∎ Maintain updated data files and records in orderly and accessible fashion.
∎ Assist with developing and managing monitoring and evaluation project budgets,including working with Financial Officer to identify expected costs and track related expenditures.
∎ Liaise with Atlanta-based Design, Monitoring, and Evaluation Coaching team to learn new techniques, approaches, software, and tools; problem solve; and enhance measurement and project progress and impact.
∎ Perform other related duties as assigned.
