∎ This full-time position is based in Dhaka, Bangladesh. Reports to Country Director
∎ POSITION OVERVIEW
∎ HEKS Office Bangladesh is seeking someone with the experience and commitment to help us measure the progress and impact of our programme in Bangladesh. As the Monitoring Evaluation and Learning (MEL) Coordinator, s/he will help us with implementation and alignment of our global MEL processes in-country. This role is instrumental in providing technical support to our partner organizations in Bangladesh as needed. This position will work closely with our HQ MEL colleagues ensuring information is gathered from all departments in an effective and efficient manner.
∎ This position will be based in Dhaka with periodic travel to areas of operation of HOB to support M&E implementation in project/programme locations.

Job Responsibilities:
∎ Manage HOB programme database in country
∎ Ensure all M&E data is collected and inputted correctly and on time
∎ Oversee error-free inputting of all data?from the programme departments as well as from partner organisations.
∎ Analyze in-country data and information for reporting
∎ Developing and submitting reports for country programme and headquarters use
∎ In consultation with HQ MEL team, work directly with programme team members and implementing partners to develop and implement M&E protocols
∎ Reporting and communication of data to country office and HQ
∎ Resolve adhoc issues with data collection processes
∎ 1. Programme Design
∎ Work with the HQ Monitoring Evaluation and Learning team to design M&E protocol for HOB
∎ Review current literature and engage with other agencies and stakeholders to identify new and innovative M&E methodologies
∎ Work with Country Director, Partner organisations and different stakeholders and obtain datasets relevant to HOB programming
∎ Acts as a sounding board and designer for M&E protocols to gather qualitative and quantitative metrics from a variety of stakeholders through questionnaires, interviews, and other qualitative methods
∎ 2. Programme Implementation
∎ Plan and organize M&E data collection and activities
∎ Work closely with the field teams to obtain collected data and clarification on any data errors/abnormalities
∎ Maintaining HQ data collection timelines through working with programme team members as well as partner organisation staff
∎ Execute special projects that develop through identifying different needs
∎ 3. Training and Capacity Building
∎ Train HOB and partner staff to collect quantitative data and conduct qualitative interviews and surveys
∎ Develop the skills and knowledge of M&E of partner staff as needed through field-level training and mentoring
∎ Build the M&E capacity of the teams at the partner level through training, supportive supervisory visits, and continuous feedback
∎ 4. Reporting and Knowledge Management:
∎ Communicate insights and data updates to MEL colleagues in HQ as well as the Country Director
∎ Share information regularly to the programme team
∎ Collect and compile monthly monitoring reports
∎ Share best practices and lessons learned within the teams both in Dhaka as well as at the implementing partner level.

Additional Requirements:
∎ Demonstrated ability to think conceptually about evaluation questions and to apply evaluation theory to practice;
∎ Extensive experience leading and implementing formal evaluations, M&E or program research in resource limited settings;
∎ Experience in training and managing a monitoring and evaluation team
∎ Ability to take on roles and responsibilities from data entry to program development
∎ 5-years or more of work experience in qualitative and quantitative M&E protocol development and implementation for non- profits, preferably in the economic empowerment, advocacy and rights based approaches and/or climate change
∎ Demonstrated ability and strong knowledge of M&E methodologies
∎ Demonstrated proficiency with statistical analysis packages (SAS, STATA, SPSS)
∎ Experience completing literature reviews and summarizing data from multiple sources
∎ Strong written and verbal communicator, including creating presentations which can simplify complicated data sets and pull out key insights
∎ Enjoys working independently and demonstrating initiative
∎ Passion for the mission of HEKS/EPER and or programming
∎ Experience with complex, multi-faceted projects;
∎ Demonstrated ability to facilitate communication between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner and enhance effective partnerships
∎ Language: Fluency in Bangla and English required
