  • Minimum 3 years of experience in the development sector, preferably in Monitoring, Evaluation, Accountability, and Learning (MEAL)-related roles.

  • Proven track record of working with reputed national NGOs or international organizations (INGOs).

  • 35–45 years (may be relaxed for exceptionally qualified candidates).

  • Core Competencies

  • Familiarity with contemporary Monitoring, MIS, Evidence, and Learning concepts, tools, and methodologies.

  • Demonstrated ability to establish and manage monitoring and MIS frameworks at the field level.

  • Excellent skills in community mobilization and a strong understanding of the team-based approach to development work.

  • Proven training facilitation, coordination, and documentation skills.

  • High level of attention to detail and the ability to manage multiple priorities effectively.

  • Proficiency in using automated MEAL tools and strong command of written and spoken English.

  • Self-motivated, able to work independently and collaboratively in diverse, multi-disciplinary environments, and capable of working under pressure in remote areas.

Responsibilities & Context:

Report to: Project Coordinator, PCC-EREDMCM Project

Job Context: Protibondhi Community Center (PCC) is seeking applications from qualified Bangladeshi candidates for the Coordinator position under the PCC-EREDMCM Project, funded by CSI-Luxembourg. The project titled “Equal Rights and Economic Dignity for Marginalized Communities in Mymensingh” aims to promote social inclusion, inclusive education, economic empowerment, and equal opportunities for marginalized groups in the Mymensingh region. This is 3 years project and have possibility of renewal.

Position Summary

The position will be responsible for developing and implementing effective monitoring and evaluation systems, ensuring data quality and accountability, and promoting organizational learning. The MEAL Officer will play a key role in tracking project progress, assessing impact, and supporting evidence-based decision-making to achieve program objectives and improve performance across all initiatives.

Key Responsibilities of the MEAL Officer

  • The responsibilities of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer include, but are not limited to, the following:

  • Actively contribute as a member of the project team in designing, planning, and implementing project activities.

  • Lead the development of results measurement and Management Information System (MIS) frameworks, facilitating effective knowledge acquisition, storage, and dissemination.

  • Ensure that monitoring and results measurement activities are well planned, adequately resourced, and effectively executed to generate relevant and useful information on project performance.

  • Support the design and implementation of baseline studies, mid-term and end-line evaluations, and impact assessments, ensuring that findings are incorporated into future project design and planning.

  • Collaborate with project teams to review and revise results chains, indicators, and results measurement plans as necessary.

  • Monitor and ensure timely execution of the Monitoring and Results Measurement (MRM) plan.

  • Regularly prepare and submit reports on monitoring results, outcomes, Key Performance Indicators (KPIs), and management dashboards for assigned projects.

  • Develop study and assessment plans, data collection and analysis tools, reporting templates, and process management guidelines; provide training and technical support on assessment and data collection methodologies.

  • Conduct regular field monitoring visits and provide follow-up support to strengthen the capacity of field teams and group members in exploring new market opportunities for Income Generating Activities (IGA).

  • Prepare periodic field progress reports, document key learnings, success stories, and best practices, and ensure their dissemination across teams.

  • Ready to work in any additional project supported by other donors.
