Job Context:
∎ As a partner of a large consortium led by Concern Worldwide (CW), PHD is going to implement a new health programme titled "Essential Healthcare for the Disadvantaged in Bangladesh" funded by UK aid from the UK government. The programme aims to increase access to quality essential healthcare for the disadvantaged including people with disabilities in both urban and rural areas of the remote and underserved areas of Bhola, Patuakhali and Barguna districts.
∎ Job Purpose:
∎ The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is responsible to implement a functional MEAL system at field level. He/she provides support to the programmes and operations departments in designing, monitoring and evaluating the project interventions. Moreover, he/she works with the direct supervisor in the coordination and/or the implementation of projects` baselines and evaluations, as well as the implementation of standardized MEAL processes and tools for all sectors at field level.

Job Responsibilities:
∎ MAJOR AREAS OF RESPONSIBILITIES:
∎ Support the PTL as requested in overall MEAL system set-up, in development of log frame, budgeting for MEAL activities, MEAL narrative plan, etc.
∎ Develop project specific MEAL frameworks in coordination with project staff
∎ Develop methodology, sampling, and tools for outcome and process monitoring studies including pre-posttests, pre, mid and end line studies, FGDs, KIIs, etc.
∎ Plan, lead and oversee the implementation of outcome monitoring studies for grants such as midline and end line studies, pre-post tests, FGDs, KIIs, etc. (coordinate, follow up, and review the outcome monitoring methodology, tools and reports for grants.
∎ Ensure quality of data at all relevant steps.
∎ Initiate, coordinate and ensure timely submission of bi-monthly, monthly, quarterly and annual report to the PHD office and consortium directorate.
∎ Initiate, lead, coordinate and facilitate producing knowledge products (technical briefs, special reports).
∎ Ensure Sex, Age, Disability Dis aggregated Data.
∎ Ensure ethical / compliance obligations in managing data.
∎ Implement field level tasks for the Outcome Assessment (training casual workers, ensuring quality of data collection through supervision, data cleaning...)
∎ Responsible for the coordination of projects' baselines and evaluation studies (coordination at field level, beneficiaries and partners/stakeholders if externally led and methodology, development of tools, data collection, and cleaning if internally led)
∎ Provide support in training project staff and partners on reporting requirements, output level monitoring and conduct regular training for staff on data collection and data entry for pre-post tests
∎ Ensure that critical MEAL findings and recommendations are discussed and addressed by management
∎ Co-lead lessons learned events for projects with PTL and other technical staff (preparation, facilitation and report writing)
∎ Implement any potential research studies at field level (data collection, cleaning...)
∎ Complete Horizon tasks relevant to assigned projects (uploading MEAL plans and monitoring data) - (requirement by the consortium at PIU)
∎ Attend internal and external training, workshops, events, etc.
∎ JOB RELATED EXPERIENCE, KNOWLEDGE & SKILLS
∎ Working experience in monitoring and evaluation of health programme is essential.
∎ Minimum five years (5) of experience in working in a development NGO with a focus on MEAL processes.
∎ Well conversant about the health service ecosystem in the coastal area and the urban slums in Bangladesh.
∎ Experience about the data management system of different agencies of Ministry of Health and Family Welfare and other relevant organizations.
∎ Experience in gathering, managing and analyzing data using hand held devices including mobile phones and tabs.
∎ Experience in using data for decision making.
∎ Experience in design and implementation of MEAL systems, including qualitative and quantitative approaches to baselines, monitoring and evaluations is required
∎ Expert data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data management
∎ Experience in documentation lessons and learning
∎ Experience in preparing good quality case studies
∎ Adequate experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations
∎ Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus
∎ Good knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them
∎ Good knowledge of and experience with public health issues, guidelines and principles.
∎ Ability to work effectively under pressure. Stays open to internal and external feedback
∎ Organization, planning, and time management skills. Detailed oriented and able to verify data quality
∎ Good contextual knowledge of local (Bangladeshi) community and social/cultural constraints, realities and organizational relationships
∎ Ability to build positive relationships in a cross-cultural environment
∎ Excellent written English, with fluency in speaking English, writing good quality reports in English
∎ The position requires 60% of the time to be field-based and 40% at office level
∎ Position requires willingness and ability to continue to function during a crisis, including during any emergency response to a manmade or natural disaster.
∎ The position requires availability and willingness to work outside regular office hours occasionally.

Additional Requirements:
∎ Working experience in monitoring and evaluation of health programme is essential
∎ Minimum seven years (7) of experience in working in a development NGO with a focus on MEAL processes.
∎ Experience in design and implementation of MEAL systems, including qualitative and quantitative approaches to baselines, monitoring and evaluations is required
∎ Good working knowledge of statistical packages (SPSS, Excel, etc.) is required
∎ Expert data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data management
∎ Strong experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations
∎ Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus
∎ Demonstrated experience in data processing and management of large scale surveys;
∎ Good knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them
∎ Good knowledge of and experience with public health issues, guidelines and principles.
∎ Ability to work effectively under pressure. Stays open to internal and external feedback
∎ Organization, planning, and time management skills. Detailed oriented and able to verify data quality
∎ Good contextual knowledge of local (Bangladeshi) community and social/cultural constraints, realities and organizational relationships
∎ Ability to build positive relationships in a cross cultural environment
∎ Excellent written English, with fluency in speaking English, writing good quality reports in English
∎ The position requires 80% of the time to be field-based and 20% at office level

∎ Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must.

Salary:
∎ BDT. 82,140.00 Per month (Including all benefits)
