Job Responsibilities:
∎ Monitoring, Evaluation, Learning & Collaboration, Learning and Adaptation:
∎ Develop the Monitoring, Evaluation, & Learning (MEL) plan incorporating feedback from project staff, partner organizations, host governments and other donors and stakeholders.
∎ Work with technical leads to develop a learning agenda and CLA plan which will incorporate CLA strategies within each of the proposed technical activities.
∎ Oversee the development and implementation of activity and beneficiary tracking and database management systems to collect, process and manage project data.
∎ Track and analyze project indicators and other useful statistics and prepare high-quality and timely dashboards and reports using the recommended formats and communication channels.
∎ Ensure that all data collected and reported meets the data quality standards, using ACDI/VOCA's data quality assurance guidelines and formats.
∎ Collaborate with ACDI/VOCA's Home Office MEL team to conduct annual internal data quality assessments and lead the project team in any DQA that may be commissioned by USDA.
∎ Oversee the work of vendors conducting baseline, midline and endline surveys for the project; develop their Terms of Reference; review and approve their reports.
∎ Serve as the activity's internal leader for MEL, including both monitoring of performance and implementation and sharing of lessons learned.
∎ Provide technical leadership and direction in implementation of robust and evidence-based assessments and analyses.
∎ Supervise implementation of action-based learning and other prospective, complexity-aware monitoring tools such as social network analysis, outcome harvesting, etc.
∎ Lead knowledge sharing initiatives, ensuring learning is produced and shared with relevant stakeholders to further activity goals- through learning events, mixed media, and other innovative methods.
∎ Document programmatic best practices, lessons learned, and tools developed through the development of iterative learning reports.
∎ Support cross-company learning initiatives (exposure visits, training activities, etc.) that would benefit firms and stakeholders with similar interests and needs.
∎ Assist the Chief of Party in facilitating collaboration with key stakeholders in sharing findings and gathering inputs to inform an adaptive management approach.
∎ Ensure integration of social inclusion and gender dimensions across assessments and analyses.
∎ Lead the recruitment and supervise the MEL/CLA team, including 1 LEAP/MIS database manager, 1 Communication Manager, 2 M&E Coordinators and 1 Evaluation Specialist.
∎ Coordinate regularly with ACDI/VOCA's headquarters office in Washington, DC, especially the program management and M&E teams.
∎ Undertakes other relevant tasks as assigned by the Chief of Party.

Additional Requirements:
∎ Minimum 8 years of demonstrated expertise in MEL activities in resilience, agriculture, private sector engagement, or humanitarian programming funded by international donors (preferably US Government).
∎ Experience managing and leading staff.
∎ Familiarity with the concept of adaptive management/CLA and demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.
∎ Experience with US Government (USDA, USAID) programs and knowledge of rules and regulations desired.
∎ Demonstrated ability to apply analytical methods practically in the complex setting of the day-to-day lives of project beneficiaries highly preferred.
∎ Superior, demonstrated writing, reporting, and oral presentation skills (ability to provide an original writing sample required).
∎ Familiarity with Geographic Information Systems (GIS) is preferred.
∎ Fluent spoken, written, and reading abilities in Bangla and English is required.
