∎ Oral and written fluency in English and Bangla.Knowledge of MEL framework, Tools, Online data collection platform like as KoBo, mWarter, and Data visualization on PowerBi. Responsibilities & Context:
∎ Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples' centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 331 upazilas under 54 districts of Bangladesh covering over 10 million poor and vulnerable people. As partnership with WaterAid Bangladesh, ESDO is implementing the GO4IMPact Programme supporting local democratic governance and climate resilient public service provision in Bangladesh at Naogaon District. ESDO is inviting applications from interested qualified candidates for the position. The MEL Officer will play a crucial role ensuring accountability, inclusivity, and responsiveness in the provision of climate-resilient public services, facilitating effective engagement between local government institutions, citizens, private sector actors, and central government institutions. By formulating MEL strategies, conducting field missions, analyzing data, and disseminating findings, the Officer MEL enables evidence-based decision-making, fosters learning, and supports the achievement of project goals, ultimately enhancing the project's impact on local governance and service provision. The Monitoring, Evaluation & Learning Officer will be responsible for update of MEL relevant documents.Assist periodic review of MEL implementation, monitoring, and reporting mechanism.Ensure that project field staffs are trained on monitoring tools and data collection techniques/ methodology Validate through observation and field visits information received from the team and partners to ensure high levels of accuracy and clarity in data collection. Take into consideration how to assess the potential impact of project interventions on communities, including marginalized group of people.Undertake MEL data computation and analysis to support project requirements and needs.Conduct periodic monitoring and review visits and provide internal lessons learnt and good practices to the project team that contributes to a good knowledge management system.Preparing doner reports and share progress status reports for management.Timely data processing through online platform, analyzing and dissemination of MEL findings and document best practices to facilitate evidence-based planning, learning and decision-making.Conduct regular basis field activity monitoring and verification and data quality check.Ensure in regular reports such as quarterly, Six monthly annual report, etc.Actively support for updating monitor data input quality of the management information system database.Support to GO4IMPact MEL team in integrating knowledge management in all aspects of their planning, management, and steering operations.Coordinate and Support particular types of surveys, Baseline and end-line Surveys of the project.Prepare regular and ad-hoc reports and technical overviews as needed and submit to project personnel as and when required.In collaboration with the project team, develop and implement mechanisms to monitor and evaluate project performance, according to work plans and project targets.Collaborate with the relevant local government representatives at the field level (Pouroshava/Union/ward) on coordination and technical support.Effectively participate in coordination meetings, clusters and working groups as directed by the Project Delegate / Senior Representative.Ensure that the project is implemented following ESDO and donor policies and procedures.
