Experience:
B.Sc. in Electrical Engineering
B.Sc., B. Com, or B.A. from any recognized university.
Professional Experience:
Minimum 5 years of hands-on experience in e-GP tendering, tender documentation, and procurement management.
Previous experience in Solar PV, Pumping Systems, Substation, or Electrical Power Sector bidding will receive strong preference.
Domain Knowledge:
In-depth understanding of Bangladesh Public Procurement Act (PPA-2006) and Public Procurement Rules (PPR-2008).
Direct experience dealing with Government and Autonomous Bodies.
Technical & Soft Skills:
High-speed, error-free typing skills in both English and Bengali (Bijoy/Avro).
Mastery in MS Office Suite (MS Excel for advanced financial rate analysis, MS Word for proposal writing, and MS PowerPoint for presentations).
Outstanding negotiation, analytical, and persuasive communication skills.

We are inviting applications from experienced, strategic, and result-oriented procurement specialists for the role of Manager/Deputy Manager – Bidding & Tender Management.

Key Job Responsibilities:
e-GP & Online Tender Operations:
End-to-end management of national e-GP portal tenders across government/semi-government entities (BADC, BMDA, LGED, DPHE, DWASA, CWASA, BPDB, REB, PWD, etc.).
Track Tender Notices, Tender Document purchasing, online query submission, Tender Security submission, and e-bid uploading prior to closing deadlines.
Offline & International Tendering:
Prepare complete technical and financial tender packages for offline national tenders, private commercial RFQs, and development-partner-funded bidding processes.
Rate Analysis, Costing & BOQ:
Perform item-wise rate analysis, detailed Bill of Quantities (BOQ) pricing, tax/VAT inclusion, and profit margin estimations for electrical, substation, and solar projects.
Formulate competitive pricing strategies in alignment with public procurement frameworks.
Technical Proposal & Methodology Documentation:
Draft comprehensive Work Plans (Gantt Charts/CPM), Method Statements, Quality Assurance Plans, and Site Execution Strategies required for tender evaluation.
Compile all statutory documents, JV agreements, performance certificates, and audited financial statements.
Government Relations & Stakeholder Management:
Maintain liaison with Procuring Entities (PE), Project Directors (PD), and key local government stakeholders.
Manage Post-Qualification processes, Contract Award (NOA) formalities, and Performance Security submissions.
Salary Range: BDT 40,000 to Negotiable (Commensurate with experience and domain expertise)
