Educational Requirements:
∎ Master's degree in a pertinent field (for example: economics, statistics, urban & rural planning and other relevant disciplines) with at least four (4) years' experience as the basics requirement with two (2) years of monitoring and evaluation experience in development or food security (USAID funded project preferred) related projects.
∎ Or Bachelor's degree in the aforementioned field with four (4) years of monitoring and evaluation experience in development or food security (USAID funded project preferred) related projects.

∎ POSITION SUMMARY:
∎ The Monitoring and Evaluation (M&E) Coordinator will be responsible for implementing M&E activities in consultation with M&E team. Key to this position will be effectively implement process M&E activities for management of the M&E functions that include data collection, analysis, reporting, and knowledge management for the purpose of collaboration, learning and adaptation (CLA), as well as promoting accountability in project management. This will entail communication with all involved in monitoring, evaluation and learning (MEL) design and implementation. Critical to this position is ensuring effective implementation of MEL system by key stakeholders including the implementing partners. The M&E Coordinator will actively involve in CLA system as a critical function of MEL unit through various avenues, such as organizing review, pause and reflect, feedback sessions, adaptive management and so on with all the Activity stakeholders to ensure strengthened local capacity.

Job Responsibilities:
∎ The M&E Coordinator will assist MEL team for monitoring and reporting so that program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components.
∎ The M&E Coordinator will provide required support in establishing MEL systems and data collection efforts in collaboration with key stakeholders to ensure a process of evidence-based learning that improves understanding while strengthening local capacity, institutional development and sustainability of livestock value chain activities.
∎ Assist in the implementing Activity MEL Plan and collection and reporting of data as required, including ensuring that the system is reporting on required disaggregated data, and gender sensitive indicators.
∎ Conduct gap analyses of workflow procedures for key MEL services; identify critical control points and preventive measures; suggest ways in which existing procedures may be streamlined or revised to enhance quality and consistency.
∎ Provide required support in maintaining and improving program and service quality by examining compliance with operating procedures, by monitoring the implementation of programs and services, and proposing solutions.
∎ Assist to design and implement effective learning activities, work with other staff members, partners, and stakeholders to scope and implement appropriate and effective learning capture and sharing activities.
∎ Assist to institutionalize the project's CLA strategies by utilizing MEL data to enhance learning and management decision-making
∎ Assist MEL team for preparing reports on a monthly basis on progress against a subset of agreed upon target indicators, and recommendations as needed to maximize achievement of outcomes and impact;
∎ Review all the collected data by the Activity staff members and partner field team, and ascertain quality of the data;
∎ Support in developing data quality standards and implementing standard operating procedures to mitigate risk. Conduct periodic internal routine data quality assessments (RDQA) to assess the validity, reliability, integrity and timeliness of reported data and, where necessary, to make adjustments as per the data audit findings. Ensure accuracy and timely data reporting by working closely with partners and data enumerators by putting in place data collection and management procedures
∎ Assist in preparing quality documentation and reports by analyzing and summarizing information and trends, and ensure that all donor-required, and HQ-requested, reports are completed and submitted on time, and in a technically accurate and error-free format, including quarterly reports, annual reports, and any other special reports requested by HQ or USAID.
∎ Support staff in maintaining and negotiating the ACDI/VOCA database.

Additional Requirements:
∎ For exceptional candidate we may reduce the years of experience
∎ Demonstrated experience in statistical analysis and reporting including experience with computer-based statistical packages and databases (Epi Info/ ACCESS/ STATA/ SPSS/ SAS, etc.), in addition to standard Microsoft packages (e.g., Access, Word, Excel).
∎ Demonstrated experience in critical analysis of project data and in using the results of this analysis to recommend key programmatic changes.
∎ Strong planning capabilities to support efficient and effective data collection related to baseline, mid-term and final evaluation surveys.
∎ Strong experience in program monitoring and evaluation, most specifically the demonstrated ability to analyze data to inform program improvements.
∎ Excellent interpersonal and communication skills, both verbal and written in English and Bangla, strong negotiation, problem-solving, diplomacy and team work skills
∎ Desired Skills & Experiences:
∎ Experience in monitoring and evaluation, conducting focus groups and surveys is preferred.
∎ Established track record of achieving results within difficult working environments in preferred.
∎ Ability to work effectively in a team and/ or independently under stress/pressure.
∎ Demonstrated experience in quantitative and qualitative research methods and survey design and implementation.
